About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, relating to the procurement of an electric wheelchair lift for the auditorium stage at the President Barack Obama Main Library located at 3745 9th Ave N, St. Petersburg, FL. The solicitation was released on March 10, 2026, with a deadline for submitting questions on March 12, 2026, and a response deadline of March 18, 2026, at 3:00 p.m. through the OpenGov Procurement portal. The project requires vendors to provide and fully assemble a new wheelchair lift system with platform and landing gates that operates under full user control. Vendors must demonstrate a minimum of three years of experience providing wheelchair lifts and must be capable of obtaining required insurance coverage. The vendor's responsibilities include ensuring proper electrical connections, conducting full operational testing, providing user manuals and staff training, and designating a dedicated account manager as a single point of contact.

The Subcontractor Utilization Plan requires proposers to describe their intent and efforts in engaging small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) within the Tampa Bay Region. However, no minimum level of diverse business participation is required, and proposers will not be considered non-responsive if they submit a plan with zero participation from these categories. Prime contractors are permitted to subcontract up to 80 percent of the contract work, with all subcontractors identified on a mandatory Subcontractor Summary worksheet at bid time; subcontractors cannot be changed or substituted after contract award except under seven specific circumstances. If the contract amount equals or exceeds fifty thousand dollars, the contractor must comply with the City's Small Business Enterprise requirements. The contractor must secure a public construction bond equal to the full contract amount, maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate, and provide workers' compensation insurance as required by Florida law, with a minimum one-year warranty on materials and labor following Substantial Completion. No specific funding amounts or budget ranges are provided in the procurement documents.
