About this file
This is a Subcontractor Summary Spreadsheet instruction document prepared by the City of St. Petersburg, Florida, for use in bidding on a wheelchair lift installation project at the President Barack Obama Main Library auditorium stage. The document establishes requirements and procedures for prime contractors to identify and manage subcontractors on the project. Bidders must complete and submit the subcontractor worksheet with their bids, listing all intended subcontractors with their legal names, primary business addresses, contact information for project supervision, trade classifications, and proposed subcontract amounts. The spreadsheet accommodates tracking of both first and second-tier subcontractors, with provisions for identifying Small Business Enterprise (SBE) or Minority-Owned Women-Owned Business Enterprise (MWBE) subcontractors used to meet set-aside requirements.
The document specifies that subcontractors may not be changed or substituted after contract award and pre-construction meeting except under defined circumstances, including subcontractor failure to execute contracts, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, performance failures, or substantial delays to project progress. Any requested changes to the subcontractor list must be submitted in writing to the Procurement & Supply Management office, Attention: Contracts Compliance Manager at Stephanie.Swinson@stpete.org. If an SBE subcontractor is replaced, it must be replaced with another SBE subcontractor unless the prime contractor demonstrates SBE requirements are met through alternative means. The worksheet includes fields for tracking additions and deletions of subcontractors with corresponding reason codes and city approver signatures, though restrictions on subcontracting percentage do not apply to FDOT LAP or federally funded projects.
