About this file

This is a Subcontractor Utilization Plan form for a procurement by the City of St. Petersburg, Florida, for the acquisition of two Toro Groundsmaster Rotary Mowers 3200 2WD, Model #31900A, valued at approximately $51,403.04. The equipment is intended to replace existing 2010 Toro Groundmaster mowers and will be used for mowing putting surfaces at Mangrove Bay Golf Course. The solicitation was posted on March 23, 2026, with a question deadline of March 26, 2026, and proposal responses due on April 2, 2026, at 3:00 p.m. via the OpenGov Procurement portal. Equipment delivery must occur within four months of purchase order receipt. Qualified vendors must demonstrate a minimum of three years' experience providing commercial turf equipment and be registered with the Florida Division of Corporations. The City will award the contract to a single vendor and reserves the right to terminate the agreement for convenience upon thirty days' written notice or for default after a thirty-day cure period.

The procurement does not establish mandatory set-asides for small business enterprises, women business enterprises, veteran-owned businesses, or minority business enterprises; however, vendors are encouraged to voluntarily participate through a Subcontractor Utilization Plan with no minimum participation thresholds required. Vendors must comply with all applicable Florida laws, including public records requirements, and are prohibited from utilizing subcontractors, requiring all work to be completed directly by the vendor through a single dedicated account manager. Required insurance coverage includes commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, and workers' compensation insurance as required by Florida law. The vendor must deliver goods with clear title and free of all liens. The specified equipment includes a 24.7-horsepower Yanmar three-cylinder diesel engine with 2WD parallel hydraulic traction, a Toro mechanical suspension seat, a 42-pound weight kit, a 72-inch side discharge deck, and a two-year limited warranty or 1,500-hour warranty, whichever occurs first.

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

The small/veteran/minority/women business goals set forth herein are voluntary.
