About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, designed to accompany proposals for a contract opportunity involving the purchase of two Toro Groundsmaster Rotary Mowers 3200 2WD, Model #31900A. The mowers will be used for maintaining putting surfaces and are intended to replace two existing 2010 Toro Groundmaster units. The form requires proposers to document their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region as subcontractors on the project.
The Subcontractor Utilization Plan establishes voluntary participation goals for diverse business categories, with proposers responsible for determining the anticipated percentage of contract amount allocated to each category. Proposers must describe their specific efforts to engage these businesses and reduce barriers to participation through outreach, education, mentorship, and process improvements. No minimum level of participation from small, veteran, minority, or women-owned business enterprises is required, and proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation. However, the City encourages proactive engagement with these business communities. The form does not establish any set-asides, minimum thresholds, or mandatory participation requirements as conditions for contract award.
