About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, for a Community Engagement Consulting Services procurement (RFQ No. 26-177). The solicitation seeks a consultant to design and implement community engagement activities focused on financial empowerment topics, including asset preservation, wealth extraction prevention, banking access, and financial education. Required deliverables include a City-approved engagement plan, an interim community engagement summary report, a final written report not exceeding 25 pages (excluding appendices), one interim briefing to City leadership, and one final presentation. Responses were due on March 24, 2026, at 3:00 PM, with a deadline for questions on March 18, 2026. The contract term is one year commencing upon execution with no renewal options. Evaluation criteria are weighted as follows: Qualifications and Experience of Firm and Staff (35 points); Project Approach (30 points); Cost Analysis (20 points); and Business Enterprise Program Outreach and Utilization (15 points). The selected project manager must possess a minimum of five years of applicable experience completed within the past five years and hold a bachelor's degree or higher in public administration, public policy, economics, finance, sociology, social work, community development, urban studies, urban planning, political science, statistics, data science, or business administration.
Subcontractor participation is voluntary with no minimum participation threshold required for contract award eligibility; however, all proposers must complete and submit a Subcontractor Utilization Plan demonstrating strategies for engaging small, minority, women, and veteran-owned businesses operating in the Tampa Bay Region. The plan requires proposers to describe efforts in outreach, education, mentorship, and process changes designed to increase participation by small business enterprises (SBE), women business enterprises (WBE), minority business enterprises (MBE), and veteran-owned businesses. Participation percentages and anticipated subcontractors are to be determined by proposers. Vendors certified with the City of St. Petersburg as SBE, MBE, or WBE receive consideration under the Business Enterprise Program evaluation criterion, with two points awarded for each applicable certification designation. All vendors must maintain commercial general liability insurance of $1,000,000 per occurrence ($2,000,000 aggregate), commercial automobile liability of $1,000,000, workers' compensation insurance as required by Florida law, and errors and omissions/professional liability insurance of $1,000,000 per occurrence, with the City named as additional insured. Vendors must be registered with the Florida Division of Corporations. The maximum annual price cap and contract amount are to be established in the Base Agreement with any price increases during renewal periods requiring thirty days' prior written notice and mutual written agreement.

Form C Subcontractor Utilization Plan Project ID:
Contractor Name:
Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.
Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.
The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
