About this file
Subcontractor Utilization Plan Summary
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, developed to support the Community Engagement Consulting Services contract opportunity. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses operating in the Tampa Bay Region. Proposers must detail their strategies for reducing barriers to participation by these business categories, including outreach initiatives, educational programs, mentorship opportunities, and process improvements designed to increase diverse business participation on the project.
The plan establishes voluntary small/veteran/minority/women business participation goals with no minimum participation threshold required for contract award eligibility. Proposers are not considered non-responsive if they submit a Subcontractor Utilization Plan indicating zero participation from these business categories. However, the City encourages proactive engagement and participation from Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran Owned Businesses, and Minority Business Enterprises (MBEs). Proposers must complete the form by identifying their anticipated percentage of contract amount allocated to each business category and listing all anticipated subcontractors in their respective classification boxes.
