About this file
This Subcontractor Utilization Plan form from the City of St. Petersburg, Florida, is designed to encourage proposers to demonstrate their commitment to engaging minority, women, veteran, and small businesses in the Tampa Bay Region for the procurement of two Toro Groundsmaster Rotary Mowers 3200 2WD, Model #31900A. The form requires proposers to describe their efforts in outreach, education, mentorship, and process improvements to reduce barriers to participation by small, veteran, minority, and women-owned business enterprises. The solicitation was posted on March 23, 2026, with a question deadline of March 26, 2026, and proposal responses due on April 2, 2026, at 3:00 p.m. via the OpenGov Procurement portal. Equipment delivery must occur within four months of purchase order receipt, with the City awarding the contract to a single vendor. The anticipated procurement value is approximately $51,403.04 for the two complete mower systems with specified accessories.
The subcontractor participation goals for small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises are entirely voluntary, with no minimum participation thresholds required. Proposers will not be considered non-responsive if they submit a zero participation amount for any category. Although mandatory set-asides are not established, the City encourages vendors to proactively engage these business categories as subcontractors. However, vendors are prohibited from utilizing subcontractors, as all work must be completed directly by the vendor through a single dedicated account manager. Required insurance coverage includes commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, and workers' compensation insurance as required by Florida law.
