This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, for a procurement of two Toro Groundsmaster Rotary Mowers 3200 2WD, Model #31900A, intended to replace existing 2010 mowers for use at Mangrove Bay Golf Course. The solicitation was posted on March 23, 2026, with a question deadline of March 26, 2026, and proposal responses due on April 2, 2026, at 3:00 p.m. via the OpenGov Procurement portal. Equipment delivery must occur within four months of purchase order receipt. Each mower unit shall be equipped with a Toro mechanical suspension seat, 42-pound weight kit, and 72-inch side discharge deck, featuring a 24.7-horsepower Yanmar diesel engine with 2WD parallel hydraulic traction and adjustable cutting heights from 1 to 6 inches. The two-year limited warranty covers 1,500 hours of operation, whichever occurs first. The contract will be awarded to a single vendor with a minimum of three years' experience providing commercial turf equipment and current registration with the Florida Division of Corporations.
The anticipated procurement value is approximately $51,403.04 for the two complete mower systems. No mandatory set-asides exist for small business enterprises, women business enterprises, veteran-owned businesses, or minority business enterprises; however, vendors are encouraged to complete a voluntary Subcontractor Utilization Plan with no minimum participation thresholds required. Notably, vendors are prohibited from utilizing subcontractors, with all work to be completed directly by the vendor through a single dedicated account manager. Required insurance coverage includes commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, and workers' compensation insurance as required by Florida law. The City reserves the right to terminate the agreement for convenience upon thirty days' written notice or for default after a thirty-day cure period.
