About this file
This is a Subcontractor Utilization Plan form required by the City of St. Petersburg for a consulting services contract involving an economic and target industry analysis study. The City seeks qualified firms to conduct a comprehensive economic and market assessment that analyzes economic conditions, labor market trends, and industry performance at multiple geographic levels. The study shall include evaluation of workforce demographics, educational assets, underemployment, location quotients, and emerging sectors relevant to the City's economic growth. Stakeholder engagement through interviews, focus groups, and surveys with employers, small businesses, educational institutions, healthcare providers, business organizations, and public-sector partners is a key deliverable component. The selected firm shall benchmark St. Petersburg against peer cities and national best practices to identify competitive advantages and barriers to industry cluster development, ultimately providing recommendations regarding target industry clusters and an actionable implementation framework based on the 2014 Grow Smarter Initiative.
The Subcontractor Utilization Plan requires proposers to demonstrate intent to use minority, women, veteran, and small businesses located in the Tampa Bay Region, including efforts in outreach, education, mentorship, and process improvements to increase diverse business participation. Participation goals for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) are voluntary with no minimum participation requirements mandated as a condition for contract award. Proposers are not considered non-responsive if the plan shows zero small/veteran/diverse business participation; however, the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises.
