About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, relating to the procurement of an electric wheelchair lift for the auditorium stage at the President Barack Obama Main Library located at 3745 9th Avenue North, St. Petersburg, FL 33713. The City seeks qualified vendors to provide and assemble a new wheelchair lift system that includes platform and landing gates and operates fully under user control. Vendors must demonstrate a minimum of three years of experience providing wheelchair lifts and must be capable of obtaining required insurance coverage. The vendor is responsible for ensuring proper electrical connections, providing full operational testing, user manuals, and staff training. The solicitation was released on March 10, 2026, with a question deadline of March 12, 2026, and a proposal response deadline of March 18, 2026, at 3:00 p.m., submitted electronically through the OpenGov Procurement portal. The cost proposal requires vendors to provide unit costs and total costs for three line items: the wheelchair lift with platform and landing gate, delivery, and assembly; only new equipment is acceptable, with used or refurbished units prohibited.

The Subcontractor Utilization Plan requires proposers to outline their intent and efforts in engaging small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) within the Tampa Bay Region, though no minimum level of diverse business participation is required and zero participation will not render a proposal non-responsive. Prime contractors may subcontract up to 80 percent of contract work, with subcontractors identified on a mandatory Subcontractor Summary worksheet at bid time and subject to change restrictions post-award. If the contract amount equals or exceeds fifty thousand dollars, the contractor must comply with the City's Small Business Enterprise requirements. The contractor must secure a public construction bond equal to the full contract amount, maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate, and provide workers' compensation insurance as required by Florida law. A minimum one-year warranty on materials and labor is required following Substantial Completion. No specific funding amounts or budget ranges are disclosed in the solicitation documents.

The small/veteran/minority/women business goals set forth herein are voluntary.
