About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Streetlight Maintenance and Repair Services contract opportunity. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses operating in the Tampa Bay Region. Proposers must describe their outreach efforts, strategies for reducing participation barriers, and approaches to education, mentorship, and process improvements designed to increase participation by small, veteran, minority, and women-owned business enterprises. The plan requires proposers to identify anticipated percentages of contract amounts and list specific subcontractors for each category: Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE).

Participation by small, veteran, minority, and women business enterprises is voluntary and carries no minimum participation requirements or thresholds. Proposers will not be deemed non-responsive if their Subcontractor Utilization Plan indicates zero small, veteran, or diverse business participation. While no mandatory set-asides exist, the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises. Contract award decisions are not contingent upon achieving any specific level of diverse business participation.
