About this file

This is a Statement of Qualifications (SOQ) Requirements document issued by the City of St. Petersburg Procurement & Supply Management Department for vendors interested in providing streetlight maintenance and repair services on an as-needed basis. The document outlines comprehensive submittal requirements for interested proposers, including mandatory sections such as a transmittal letter, table of contents, qualifications and experience documentation, project approach narrative, and business enterprise program utilization plans. Vendors must submit their complete SOQ as a single PDF file limited to 35 pages, exclusive of cover and divider pages, with standard 8.5 by 11-inch page dimensions. The SOQ must demonstrate the vendor's relevant experience through five reference projects completed within the preceding ten years, each with a contract value exceeding $5,000, and must include detailed information about project ownership, vendor roles, contract values, completion dates, and participating personnel.

The requirements emphasize organizational capacity and personnel qualifications, mandating that the proposed project manager and substitute each maintain a minimum of five years of applicable experience and remain assigned throughout the City's base agreement term without replacement without written City approval. All key personnel must provide one-page resumes detailing academic and professional qualifications, relevant experience from projects completed within the past five years, tenure with current firm, and primary office location. Vendors must also disclose any contractual failures, licensing violations, claims on bonds, or pending civil or criminal litigation. The SOQ places significant emphasis on Business Enterprise Program utilization, requiring vendors to demonstrate their efforts to identify and engage City of St. Petersburg Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs) as subcontractors, document outreach activities, describe capacity-building initiatives, and provide evidence of past performance utilizing these enterprise categories within the preceding three years.
