About this file
This is a Request for Qualifications (RFQ-26-131) issued by the City of St. Petersburg, Florida, for streetlight maintenance and repair services on an as-needed basis. The City is seeking qualified vendors to provide comprehensive streetlight maintenance, repair, and installation services, including fixture replacement, pole installation, LED retrofitting, and emergency repairs. Services must be provided 24/7/365 with emergency response capabilities, including on-site repairs within one hour of notification and diagnostic work within two hours. The solicitation release date is March 23, 2026, with a deadline for questions on April 21, 2026, and a response deadline of May 7, 2026, at 3:00 p.m. Responses must be submitted electronically through the OpenGov Procurement portal. The contract term is three years from the date of award, with one optional two-year renewal period available by mutual written agreement. The City intends to award to multiple vendors based on evaluation of qualifications and experience.
Pricing for services will be structured using hourly rates for routine maintenance and repairs (completable within one hour using standard materials) and major maintenance and repairs (complex work requiring City authorization and detailed proposals). Contractors must submit detailed proposals for major repairs specifying scope, material costs, time requirements, and hourly labor rates prior to work commencement. All replacement materials must be new, equivalent to existing fixtures or City-approved alternatives, and include a one-year warranty. The City will not negotiate on non-negotiable contract terms including indemnification, insurance coverage, governing law and venue, and limitations on liability. Preferred qualifications include a minimum of three years' experience in streetlight maintenance and repair, ability to obtain required insurance, and freedom from legal or regulatory matters. Evaluation criteria weight qualifications and experience at 50 points, project approach at 35 points, and small business enterprise outreach and utilization at 15 points, for a total of 100 points.
