About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, required for proposers bidding on a Fireworks Displays contract. The City seeks qualified vendors to design, furnish, and deliver aerial fireworks displays for city celebrations, with the selected vendor responsible for the complete fireworks program including show design, products, staffing, safety planning, permitting support, regulatory compliance, equipment, setup, and on-site execution. The vendor must coordinate with City staff, law enforcement, fire rescue, and other agencies. Qualified vendors should demonstrate proven experience producing large-scale aerial displays, maintain a strong safety and compliance record, and possess the capability to manage operations in a high-visibility downtown waterfront setting.

The Subcontractor Utilization Plan requires proposers to indicate their intent to engage minority, women, veteran, and small business enterprises in the Tampa Bay Region. Proposers must describe their efforts in engaging these businesses and reducing participation barriers through outreach, education, mentorship, and process improvements. Participation goals for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) are voluntary, and proposers are not required to meet any minimum participation threshold or demonstrate any level of diverse business participation to receive contract award. The City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises but does not mandate participation levels as a condition of contract award.
