About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a pier gift shop electric door installation project. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small business enterprises (MBE, WBE, VBE, and SBE) located in the Tampa Bay Region. Proposers must describe their outreach efforts, education and mentorship initiatives, and process improvements designed to increase participation by these business categories. The plan requires proposers to specify the anticipated percentage of contract amount and identify anticipated subcontractors for each business category: Small Business Enterprise, Women Business Enterprise, Veteran Owned Business, and Minority Business Enterprise.
Participation by small, veteran, minority, and women business enterprises is voluntary, and no minimum participation level is required as a condition for contract award. Proposers will not be deemed non-responsive if their Subcontractor Utilization Plan indicates zero participation by these business categories. However, the City of St. Petersburg encourages proactive engagement with small, veteran, minority, and women business enterprises. The form serves as a mechanism for the City to track diversity and inclusion efforts while allowing proposers flexibility in determining the extent of subcontractor participation based on project requirements and business relationships.
