About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to the procurement of one Limitorque LS L120-10-MOD20 weatherproof electric valve actuator for the North East Water Reclamation Facility. The actuator serves as a direct drop-in replacement for an existing unit that is beyond economic repair and will be provided without the gearbox assembly. No substitutes, alternate manufacturers, or equivalent products will be accepted. The form requires proposers to identify their intent to utilize minority, women, veteran, and small business enterprises located in the Tampa Bay Region in the execution of this contract.
The Subcontractor Utilization Plan establishes voluntary goals for small business enterprise (SBE), women business enterprise (WBE), veteran-owned business, and minority business enterprise (MBE) participation, with proposers determining their anticipated percentage of contract amount and listing specific anticipated subcontractors in each applicable category. The plan emphasizes that proposers should demonstrate proactive engagement efforts, including outreach, education, mentorship, and process changes designed to increase participation by small, veteran, minority, and women business enterprises. Importantly, no minimum level of diverse business participation is required as a condition for contract award, and proposers will not be considered non-responsive if the Subcontractor Utilization Plan reflects zero participation from these business categories.
