About this file
This is a Subcontractor Summary Worksheet for the City of St. Petersburg, Florida, establishing guidelines and procedures for managing subcontractors on municipal projects. The document serves as a mandatory submission requirement with bid packages and specifies the allowable percentage of work that may be subcontracted for individual projects. The worksheet requires prime contractors to identify all intended subcontractors, including their legal names, business addresses, contact information, trade classifications, and subcontract amounts. Subcontractors may be categorized as either first or second tier, with restrictions on multi-tier subcontracting unless otherwise noted in contract documents. The City of St. Petersburg maintains strict oversight of subcontractor changes, permitting substitutions only under specific circumstances such as failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, work deemed substantially unsatisfactory, or substantial project delays.
The worksheet emphasizes that Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates SBE requirements are being met through alternative means. All requested changes to the subcontractor list must be submitted in writing to the Procurement & Supply Management office, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The instructions note that restrictions on subcontracting percentage and multi-tier subcontractor use do not apply to FDOT LAP or federally funded projects. The worksheet includes a legend of seven specific reasons for subcontractor deletion, requiring documentation and approval from a City designee before any changes become effective.
