About this file

This is a Subcontractor Summary Spreadsheet instruction document for the City of St. Petersburg, Florida, establishing the framework for subcontractor management on city projects. The spreadsheet serves as a mandatory submission component with all bids and requires contractors to identify all intended subcontractors, including their business addresses, contact information, trade classifications, and contract amounts. Bidders must declare whether subcontractors will be utilized and specify the percentage of work eligible for subcontracting, with only first and second-tier subcontractors permitted unless otherwise noted in contract documents. Once a prime contractor is awarded a project and the pre-construction meeting is held, subcontractor changes are prohibited except under seven specific circumstances: failure to execute a contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work performance, or substantial delays to project progress.

Small Business Enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates that SBE goals are being met through alternative means. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The document notes that subcontracting percentage restrictions and multiple-tier subcontractor limitations do not apply to Florida Department of Transportation (FDOT) Local Agency Program projects or federally funded projects. The instructions were last revised in January 2020.
