About this file

Summary

This is a Subcontractor Summary worksheet instruction document from the City of St. Petersburg, Florida, applicable to a sheltered procurement for Toro Groundsmaster Rotary Mowers 3200 2WD, Model #31900A. The procurement seeks two replacement mower units for use at Mangrove Bay Golf Course. The subcontractor worksheet must be completed and submitted with all bids. Up to 80 percent of the contract work may be subcontracted, subject to restrictions on changes after award except for specific circumstances including failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, failure to perform, substantially unsatisfactory work, or substantial delay to project progress. The solicitation was posted on March 23, 2026, with a question deadline of March 26, 2026, and proposal responses due on April 2, 2026, at 3:00 p.m. Equipment delivery must occur within four months of purchase order receipt.

The City does not establish mandatory set-asides for small business enterprises, women business enterprises, veteran-owned businesses, or minority business enterprises; however, vendors are encouraged to engage these categories as subcontractors through a voluntary Subcontractor Utilization Plan with no minimum participation thresholds. The anticipated procurement value is approximately $51,403.04 for the two complete mower systems. Small Business Enterprise subcontractors used to meet SBE percentage requirements, if replaced, must be replaced with another SBE subcontractor unless the Prime Contractor demonstrates that SBE requirements are being met in an alternative manner. Only first and second tier subcontractors are permitted unless otherwise noted in the contract documents. Requests for subcontractor changes must be submitted in writing to Procurement & Supply Management.
