About this file

This is a Subcontractor Summary worksheet instruction document prepared by the City of St. Petersburg, Florida, outlining requirements for subcontractor reporting and management on city construction projects. The document establishes that subcontractors may comprise up to 80 percent of contracted work on shelter projects, with all subcontractor information required to be submitted with bid proposals. Bidders must identify their prime contracting firm, provide complete details for each intended subcontractor including legal name, business address, contact information, and trade classifications, and indicate whether subcontractors are Small Business Enterprises (SBEs) or Minority/Women Business Enterprises (MWBEs). The worksheet requires specification of subcontract amounts and tier classification (first or second tier only, unless otherwise noted in contract documents), with a total subcontract amount calculation displayed for comparison against the allowable subcontracting percentage.

Subcontractors may not be substituted after award and pre-construction meeting without documented justification, including reasons such as failure to execute contracts, inadequate licensing, insolvency, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays. SBE subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors unless the prime contractor demonstrates SBE requirements are satisfied through alternative means. Change requests to the approved subcontractor list require written notification to the City's Procurement & Supply Management department. The restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to FDOT Locally Administered Projects or federally funded projects.
