About this file

This is a Subcontractor Summary worksheet instruction document for the City of St. Petersburg, Florida, establishing guidelines for subcontractor utilization on city projects. The document provides detailed instructions for completing the subcontractor worksheet, which must be submitted with all bids. Prime contractors are permitted to subcontract up to 80 percent of work for shelter projects, with only first and second-tier subcontractors allowed unless otherwise specified in contract documents. Subcontractors may not be changed or substituted after contract award and pre-construction meeting, except under seven specified conditions: failure or refusal to execute written contracts at agreed prices, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure or refusal to perform the subcontract, substantially unsatisfactory work performance, or substantial delays or disruptions to project progress. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager at Stephanie.Swinson@stpete.org.

The worksheet requires comprehensive information for each intended subcontractor, including complete legal name, primary business address, contact information for the project supervisor, tier classification, trade classifications, and subcontract amounts. Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet specific percentage requirements must be replaced with similarly certified subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The restrictions on subcontracting percentage and multiple-tier subcontractors do not apply to Federal Discretionary Oureach (FDOT LAP) or federally funded projects. If no subcontractors will be utilized, bidders must provide a written statement to that effect on the subcontractor list.
