Near Space Network (NSN) Services (NSNS) Operational Services

Task Order Statement of Work
Task Order Number: STO 2 Modification: 0 Task Name: Space Relay Operational Services Task Period of Performance: 1 year Not to Exceed Firm Fixed Price: $120,000
1. Overview and Description
1.1. The Near Space Network
The NSN provides a single interface to the user mission for the most effective space communication services in the near space region. The user mission needs are coordinated at the NSN organization level to efficiently manage network services. The NSN assets and infrastructure offer a very extensive repertoire of services, including launch and tracking range support, early orbit tracking, maneuvers, critical event, routine forward and return services, emergency services, and de-orbit.
1.2. Scope
This Representative Task Order (RTO) focuses on Space Relay communications and navigation services Operational Services supported by the Contractor upon successful completion of Capability Validation. Space Relay services cover the 3 regions as defined in Section 1.4 of the NSNS Statement of Work (SOW).
1.3. Space Relay Operational Services
After successful completion of a Validation Task Order, the contractor shall provide for the span of operational services outlined in this RTO, the Contractor shall propose the price details needed to support minutes of Near Space Relay Operational services in one (1) calendar year as outlined in Table 1 of this RTO. The government anticipates a breakdown of approximately 80% nominal minutes and 20% critical minutes .
The Contractor shall provide Space Relay services in the Earth Proximity (EP), GEO to Cislunar, and xCislunar Service Regions for Space Relay missions as defined in the NSNS SOW.
In addition, the Contractor shall operate in compliance with the Lunar Communications and Navigation Systems Service Requirements Document (LCRNS-SRD-001) and the Lunar Interoperability Specification (LN-IS Baseline V2) for Relay services in the GEO to Cislunar region as defined in the NSNS SOW Section 1.4.
The Contractor shall perform all tasks necessary to provide operational communication and navigation services in accordance with the contract statement of work for mission users in the Near Earth, GEO to Cislunar Service and xCislunar Regions.
Contact time payments will be awarded consistent with the scheduled aperture time. As shown in the above illustration 30 minutes of total aperture time will equal 30 minutes of service awarded time.*
Data proficiency within the 30-minute window of support time will be calculated in the following manner:
Total Time Good Data (GD) = Proficiency Total Time Good Data (GD) + Bad Data (BD)
* For Space Relay Service this includes End-to-End Service time.
2. Scope of Work
2.1. Service Requirements
The Contractor shall provide the Space Relay services in compliance with the Lunar Communications and Navigation Systems Service Requirements Document (LCRNS-SRD-001) for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
2.2. PNT Service
The Contractor shall provide Space Relay communications services along with Position, Navigation and Timing (PNT) signal to users in the Near Earth, GEO and Cislunar, and xCislunar Service Regions.
2.3. Link Layer Communication Service
The contractor shall provide real-time link layer communications Services that will allow the relaying of data at the frame level per the LCRNS-SRD-001 and LN-IS Baseline V2 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
2.4. Real-Time Network Layer Services
The contractor shall provide real-time network layer services to provide end-to-end delivery of data over a series of multiple links per the LCRNS-SRD-001and LN-IS Baseline V2 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
2.5. Store-And-Forward Communications Services
The contractor shall provide interoperable store-and-forward communications services using Delay Tolerant Network (DTN) Bundle Protocol (BP) per the LCRNS-SRD-001 and LN-IS Baseline V2 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
2.6. Messaging services
The contractor shall provide Messaging services that will provide a standard way for messages to be transferred directly over a link layer service or a network layer service per the LCRNS-SRD-001 and LN-IS Baseline V2 for the GEO to Cislunar Region and the NSNS SOW sections 3 and 4 for Earth Proximity and xCisluar Regions.
2.7. Operational Availability, Proficiency, and Reliability – Space Relay The Contractor shall ensure that their provided operational services meet the Availability, Proficiency, and reliability standards in accordance with the NSNS SOW Section 4.1.2, specifically Table 8.
