Near Space Network (NSN) Services (NSNS) Operational Services

Task Order Statement of Work
Task Order Number: STO 1 Modification: 0 Task Name: Direct-To-Earth (DTE) Operational Services Task Period of Performance: 1 Year Not to Exceed Firm Fixed Price: $45,000
1. Overview and Description
1.1. The Near Space Network
NASA’s Near Space Network (NSN) fulfills the essential needs of user missions, empowering them with mission-critical communication and navigation services and enabling the transmission of science and exploration data to and from space. The goal of the Near Space Network Services (NSNS) contract is to provide NASA with a single avenue to procure communication and navigation services that are secure, reliable, and affordable, so that all NSN mission users will receive the services required by their mission within their latency, accuracy, and availability requirements.
1.2. Scope
This Representative Task Order (RTO) focuses on all Direct-To-Earth (DTE) communications and navigation services, defining the required operational services for all three DTE service regions as defined in NSNS SOW.
1.3. User Mission Platforms
The Contractor shall support all User mission platforms owned and operated by NASA including coverage for launch vehicles during the Launch and Early Orbit Phase (LEOP) plus a variety of spacecraft and satellites in Low, Medium, and Geosynchronous orbits around the earth to include the GEO to Cislunar and xCislunar regions in accordance with the NSNS SOW.
1.4. Operational Services provided to User Mission Platforms
The Contractor shall provide DTE Operational services including Forward, Return and Radiometric tracking services to user mission platforms in support of operational services required by each user mission platform as scheduled by NSN Scheduler as identified in the Mission User Workbook (MUWB). The Contractor shall provide both Nominal and Critical Operational services as described in the contract NSNS SOW.
1.5. Operations Services
After successful completion of a Validation Task Order, the contractor shall provide for the span of operational services outlined in this RTO, the Contractor shall propose the price details needed to support minutes of DTE Operational services in one (1) calendar year as outlined in Table 1 of this RTO. The government anticipates a breakdown of approximately 80% nominal minutes and 20% critical minutes.
Total Time Good Data (GD) + Bad Data (BD)
The Contractor shall provide operational services in compliance with Section 4.1.2 Table 8 “Performance Requirements for all Categories of Service” of the NSNS SOW .
2. Scope of Work
2.1. Service Requirements
The Contractor shall provide operational services to NASA missions in the awarded service regions (Near Space, Cislunar and xCislunar) as described in the NSNS SOW.
2.1.1. Forward Data Delivery Service
• The Contractor shall provide services with the technical capability and ground segment infrastructure to transmit the data received from a mission ground system to the NASA user mission platform in accordance with Section 4.2 of the NSNS SOW, specifically Table 16.

segment infrastructure to acquire the data transmitted by the user mission platform over the space link and deliver them to the NSN Interface.
• The Contractor shall define service groups by levels and in accordance with data units processed and delivered. These service types shall be defined as beacon tone, return all frames, return channel frames, packet, and file.
• The Contractor shall provide the Return RF Signal Performance shall be in accordance with Section 4.2 of the NSNS SOW, specifically Tables 17, 22, and 27 for each respective region.
2.1.3. Radiometric Tracking Data Delivery Services
segment infrastructure necessary to provide radiometric observables (e.g., range, Doppler, angular position) from which the position and velocity of the user mission platform can be derived.
• The Contractor shall provide observables measured at radio frequency (RF) at S-band, X-band, and Ka-band, or at optical frequency in the future. The Contractor shall deliver three types of services for this service group: online radiometric data service, offline radiometric data service, and Delta Differential One-way Ranging (Delta-DOR) service.
• The Contractor shall provide tracking performance in accordance with Section 4.2 of the NSNS SOW, specifically Table 12.
2.1.4. Data Service Performance
• The Contractor shall provide DTE services with the following Forward and Return Data Service Performance requirements as indicated in Section 4.2 of the NSNS SOW, specifically Tables 10 and 11.
2.1.5. Operational Availability, Proficiency, and Reliability – DTE
• The Contractor shall ensure that their provided operational services meet the Availability, Proficiency, and reliability standards in accordance with the NSNS SOW Section 4.1.2, specifically Table 8.
2.1.6. Technical Compliance with the Contractor requirement for NSN
• The Contractor shall ensure technical compliance with all applicable DTE requirements as detailed in Section 4.0 of the NSNS SOW.
3. Operational Services Management Functions and Interfaces The Contractor shall ensure that operational services scheduling activities are provided in accordance with the NSNS SOW Section 4.1.1.2 and 4.1.1.3, specifically Tables 4, 5 and 6.
4. Mission Onboarding
When onboarding a new mission, the Contractor shall coordinate service requirements, expectations, and activities in accordance with Section 3.3.3 of the NSNS SOW. The Contractor shall provide mission onboarding coordination to include service preparation plans, spectrum licensing, and compatibility testing.
• The Contractor shall perform a link budget analysis for each NASA Mission in operational control.
• The Contractor shall determine network resources have geometric line-of-sight visibility with the customer during the required service times.
• The Contractor shall conduct integrated network testing, compatibility testing and technical exchange meetings (TEM) with the government to validate and verify new user service requirements.
• The Contractor shall obtain the required frequency authorizations and licenses for the frequencies they will be supporting.
• The Contractor shall be responsible for maintaining compliance with appropriate national and local authorization and licensing requirements and regulations for operations outside of the US.
