INVITATION TO BID

CT DEEP – STICKNEY ROAD RESURFACING PROJECT

NIPMUCK STATE FOREST – STICKNEY HILL BLOCK – UNION, CT

Introduction

The Connecticut Department of Energy and Environmental Protection (DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of

Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. The agency is also committed to playing a positive role in rebuilding

Connecticut’s economy and creating jobs – and to fostering a sustainable and prosperous economic future for the state.

The Division of Forestry seeks to develop a vigorous, resilient, forest environment capable of sustaining the wide range of demands that the public places on these lands. These demands include a variety of recreational experiences, natural diversity (including threatened and endangered species), the preservation of unique sites (both geologic and archaeological), the provision of raw materials as forest products, and the maintenance of wildlife and fisheries habitats

Project Description and Scope of Work

The Connecticut DEEP Division of Forestry is soliciting quotes for a forest road resurfacing project encompassing 8,010 linear feet of Stickney Road. The resurfacing project begins at the intersection with Stickney Hill Road and terminates at the DEEP Division of Wildlife maintained

Ben Arnold Field.

The goal of this project is to resurface and reinforce the current forest road by adding gravel base, drainage features and proper width throughout. These improvements will help control erosion and keep the road viable for its intended use in the long term. Crushed stone will be placed and graded in various depths and widths. There are 15 current culvert locations along the road that will need to be dug up and replaced to improve drainage. A geo-referenced map showing the location of the project, estimated depth of new material, drainage features, and turnout locations is attached to this ITB.

CT DEEP is seeking quotes from qualified contractors to resurface the road and replace necessary drainage structures along Stickney Road. A detailed description of products to be used, equipment, methods, and estimated duration of work should be included by the contractor as part of their quote. All material used must meet State of Connecticut, Department of Transportation, Standard Specifications for Roads, Bridges and Incidental Construction Form 819 2024. Coarse process aggregate required on this project shall meet specifications as per DOT Form 819

Section M.05.01. Scope of work should include all materials, labor and equipment necessary for the successful completion of the work requirements listed below.

Interested Parties

• May evaluate the treatment site at their own convenience

• Are invited to attend a pre-bid site walk/showing with the State’s monitoring forester and project supervisor. See below for pre-bid site walk details. RSVP is required.

Work Requirements

• A standard driving surface width of 16’ will be required starting at the intersection with

Stickney Hill Road and continuing to the parking area halfway up Stickney Road. The subbase for this initial length will be regraded to 18’ wide. For the remainder of the road, segments with more narrow widths will be allowed at the discretion of the State’s monitoring forester and/or project supervisor. Necessary depth has been determined by the depth needed to establish a functional crown or super-elevation on a given road segment.

• Depth of material will be determined by the depth necessary to establish a functional crown on that road segment. Depths of material will be variable along the road, ranging from 8” to 20”.

• Coarse process aggregate required on this project shall meet specifications as per DOT

Form 819 Section M.05.01 -Processed Aggregate Base and Pavement.

• For large depressions that exist, the contactor shall use material that meets the specifications as per DOT Form 819 Section M.02.02 to bring these areas to appropriate grade.

• Any standing water/mud shall be removed from any of the “existing depressions” at time of construction. This material can be left on site at the field direction of the Project

Supervisor.

• Suggested order of operations:

o Remove all organic material (leaves, debris, brush, trees) from the drainage ditches.

▪ If necessary, re-shape and grade drainage ditches for appropriate drainage to the applicable culvert. All drainages should be cleared, and water should flow away from culvert ouflows o Remove existing culverts, dispose of old culvert material, and replace all culverts with HDPE H20 corrugated pipe with smooth interior.

▪ Replacement culverts should be sized larger than the existing culverts by one size rating (i.e. 12” culvert replaced with a 15”, 15” culvert replaced with an 18”, 18” culverts replaced with 24” etc.).

▪ Side-by-side, or double culverts will not be used. If replacing a side-by-side culvert with a single pipe, sum the diameters of the two side-by-side culverts and replace to increase by one size rating.

▪ Culvert Requirements:

• Culverts shall be bedded in a minimum of 6” base of 1-1/4” process aggregate, if rock is encountered it shall be excavated to not less than 12 inches below the bottom of the pipe, and this depth shall be refilled and compacted with 1-1/4” process. The trench width shall be double the diameter of the pipe. The pipe shall be backfilled and compacted every 6” lift, a minimum of 12” cover to accomplish load rating.

▪ Culverts will consist of one 20-foot section, an appropriately sized coupler, and an additional 10-foot section to ensure enough span to cross the road, with some overhang on the outflow side. Some culverts could reach 3 lengths of 20’ sections (60’). Changing the angle of pipe could allow better flow.

▪ Culvert outflows will be cleaned of organic material, graded for drainage away from the road and lined with 4”-6” angular stone.

▪ For culverts which carry streams, the vendor is responsible for coordinating permitting with the DEEP Engineering & Field Support

Services Engineering Unit. Contractor is responsible for any dewatering for culvert installation.

o Rough grade the entire road including removing boulders / ledge where necessary.

▪ Rough graded roads should be appropriately crowned or superelevated, so water effectively drains to the roadside drainage ditches.

▪ All rough graded road work should be compacted at the end of each day.

Especially before rain.

▪ Where the road is appropriately wide, boulders unearthed during excavation should be re-purposed and strategically placed to prohibit vehicles from accessing the roadside drainage ditches.

o Install 1 ¼” processed aggregate to the desired depth identified on the RFP and

Reference Map, or until the appropriate crown height is attained as directed by the

Project Supervisor.

▪ Prior to utilization of processed aggregate, the contractor will submit the name/location of the gravel pit where their material will be coming from for prior approval by Project Supervisor. DEEP may request a sample (5-gallon bucket) to ensure the aggregate meets DOT specs.

▪ If large depressions exist in the road, the contractor shall use 3-inch minus

Bank Run Gravel or approved equal to establish a base prior to resurfacing with 1 ¼” over the base. Depressions should be compacted in 6” lifts.

▪ If the roadbed is underlain by seasonally wet soils, geotextile fabric should be installed according to manufacturer’s recommendations, prior to installing the 1-1/4” process aggregate, as field directed by Project

Supervisor.

o Grade the road to achieve a functional crown which results in the centerline of the road being 6-8” higher than the edges and will adequately shed water to the roadside drainage ditches. DEEP can occasionally approve water bars and/or broad-based dips to allow water to shed across the road.

o Shallow water bars will be installed as followed (please refer to included diagram):

o Compact the road by rolling with a 10-ton vibratory roller.

o Install culvert marker posts (4”x4” diameter PT posts) (4 per culvert) and reflectors (2 reflectors per post). If boulders are not onsite 6”-8” highway posts with reflectors will be installed.

• Several turnout areas have been identified along the road. These areas will be improved and have acceptable hard base and space for parking vehicles.

• The road will be closed to the public during construction. DEEP will be responsible for public notice. The contractor will be responsible for any road barriers and signage.

• Contractor will implement and follow any Best Management Practices suggested in the

Natural Diversity Database (NDDB) determination letter for this project. An addendum was added to the final determination letter to specifically describe work requirements related to spotted turtle. More information on Best Management Practices included below:

o Roadside vegetation management

▪ Dormant season work preferred (November 1 – March 15).

▪ If work must be conducted in the active season, a qualified herpetologist must sweep the project area for spotted turtle (March 16 – October 31).

▪ Sweeping not required for dormant season roadside vegetation management o Culvert replacement

▪ Culverts in suitable overwintering habitat – replacement should be done during the active season with exclusionary fencing and sweeping to ensure turtle do not enter the work area (March 16 – October 31).

▪ Culverts outside of suitable overwintering habitat – replacement should be done during the dormant season (November 1 – March 15).

o Low traffic road surfaces should use Cape Cod-style curbing or no curb alternatives to allow animals to cross road unimpeded.

o Do not use road surfaces and side slopes that will mimic sandy nesting areas for females.

o Exclusionary fencing be at least 20 inches tall and must be secured to and remain in contact with the ground and be regularly maintained (at least bi-weekly and after major weather events) to secure any gaps or openings at ground level that may let animal pass through.

o Prior to construction, all turtles occurring within fencing work area will be relocated to suitable habitat outside disturbance area. This should be performed by a qualified professional familiar with habitat requirements and behavior of the species.

o The Contractor must search the work area each morning prior to any work being done.

o All construction personnel working within the turtle habitat must be apprised of the species description and the possible presence of a listed species.

o Any turtles encountered within the immediate work area shall be carefully moved to an adjacent area outside of the excluded area and fencing should be inspected to identify and remove access point. These animals are protected by law and no turtles should be relocated from the site.

o In areas where silt fence is used for exclusion, it shall be removed as soon as the area is stable to allow for reptile and amphibian passage to resume.

o Special precautions must be taken to avoid degradation of wetland habitats including any wet meadows and seasonal vernal pools.
