About this file

This is a Limited-Sources Justification form from the Department of the Treasury for a modification to an existing professional services support contract. The Bureau of Engraving and Printing (BEP) seeks to modify contract 2031ZA24F00430 with SteerBridge Strategies LLC to add three full-time personnel positions: a Fire Protection Engineer, Electrical Engineer, and Construction Project Manager. The modification will add $2,596,512 to the existing contract value of $3,730,656 and extend through the remainder of four option years (July 1, 2025 through June 30, 2029). The original contract was competed on GSA eBuy as a 100% set-aside for Service-Disabled Veteran Owned Small Business and was awarded on July 1, 2024.

The justification is based on FAR 8.405-6(a)(1)(i)(C), citing economy and efficiency as a logical follow-on to the original Federal Supply Schedule order. The services are immediately required to address critical facility issues at the existing District of Columbia Facility, including life-safety concerns (inadequate building egress, deficient fire alarm and sprinkler systems, hazardous material abatement), inadequate infrastructure to support new Catalyst series banknote production equipment (chiller plant expansion, compressed air systems, boiler installation, electrical distribution rework), and build-out of production areas to accommodate new equipment. Work was originally planned at both the new Currency Production Facility and existing facility, but after a work stoppage at the new facility, focus shifted exclusively to the District of Columbia Facility. The Contracting Officer has determined that modifying the existing contract represents the best value and lowest overall cost alternative based on GSA schedule pricing already deemed fair and reasonable.

1. Identification of the agency and the contracting activity:

Bureau of Engraving and Printing Facility Project Management Office Professional Services Support Contract

2.a Nature and/or description of the action being approved:

The purpose of this limited-sources justification is to obtain approval to modify existing non-personal service contract 2031ZA24F00430 to include an additional three (3) personnel as described in section 3.a below.

Due to the timely nature of this need, the period of performance will begin as soon as feasible and continue through the remainder of the existing options:

Option Year 1 (1 July 2025 - 30 June 2026) Option Year 2 (1 July 2026 - 30 June 2027) Option Year 3 (1 July 2027 - 30 June 2028) Option Year 4 (1 July 2028 - 30 June 2029)

The existing contract was competed on GSA eBuy as 100% set-aside for Service-Disabled Veteran Owned Small Business.

2.b Name of the vendor: SteerBridge Strategies LLC 2.c Requisition No.: TBD 2.d Bridge contract: Yes No 2.e Brand name: Yes No 3.a A description of the supplies or services required to meet the agency’s needs:

The proposed modification will increase the number of personnel on the existing contract by three (3) full-time positions. Positions will be as follows:

Fire Protection Engineer Electrical Engineer Construction Project Manager

These services are immediately required to address the following issues identified with the existing DC Facility:

Life-safety and health: inadequate building egress, deficient fire alarm and sprinkler systems, hazardous material abatement including lead-based paint and asbestos insulation, inadequate building ventilation, and improper laboratory exhaust.

Inadequate infrastructure to support printing equipment for new Catalyst series of banknotes. Requirements include expansion of existing central chiller plant, compressed air plant, installation of new boiler plant(s), and significant rework of existing electrical distribution.

Acquisition Title: Modification to Professional Services Support Contract for the Facility Project Management Office

This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

5. A determination by the ordering activity Contracting Officer that the order or BPA represents the best value consistent with FAR 8.404(d):

The Contracting Officer has determined that modifying order 2031ZA24F00430 represents the best value consistent with FAR 8.404(d) and lowest overall cost alternative (considering price, special features, administrative costs) to meet the Government’s needs based on prices on the GSA schedule already being deemed fair and reasonable and the contracting officer will ask for discounts as well.

6. A description of the market research conducted among schedule holders and the results or a statement why market research was not conducted:

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the reasons described in section 4b above the Government market research was not conducted. However, if these services continue the Government will seek competition for these services in subsequent acquisitions.

7.a Any other facts supporting this justification:

Order number 2031ZA24F00430 was competed on GSA and awarded on 1 July 2024 and is currently in the first option year with three more option years remaining. The initial requirement was for work at both the existing facility and at the new CPF. Once work was stopped on the new CPF the focus shifted to the DCF. Several issues became apparent that need to be addressed sooner rather than later both for purposes of safety and to allow for completion of BEP’s mission, which includes further work on production of BEP’s next generation note. In the interest of economy and efficiency, and in light of work being stopped at the new CPF, work will shift to the DCF exclusively to support significant modifications required to continue production. This work at the DCF is essential to support new production equipment related to BEP’s next generation of currency As explained in 4b, it is imperative that those issues be addressed immediately. Going out for another contract would produce a long lead time and would be more expensive causing the building personnel to endure an unsafe working environment and risk the potential of harm to employees.

8. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made:
