About this file
This document is a Limited-Sources Justification for the Bureau of the Fiscal Service to award a firm fixed-price task order to Monongahela Power Company (Mon Power) for ongoing Electric Utility Services at the 3rd Street and Avery Street Fiscal Service facilities in Parkersburg, WV. The requirement will be fulfilled via a sole source solicitation against Mon Power's GSA Areawide Public Utility Contract 47PA0418D0034, as FAR Part 41 requires agencies with annual spending over the Simplified Acquisition Threshold to use an areawide public utility contract if available. The task order has a 12-month Base Period and four 12-month Option Periods. Previous related task orders were also awarded to Mon Power on a sole source basis. The Contracting Officer has determined this task order represents the best value and lowest overall cost alternative.
