STC Mission, Goals, and Objectives
Objectives
• Assist State, local, and tribal governments in developing local nuclear detection capabilities
• Establish information connectivity among deployed detection systems to support alarm adjudication
• Establish administrative infrastructure to support a nuclear detection program
• Establish coordination mechanisms between GNDA partners for routine daily operations and focused/stepped up deployments
Mission Reduce the risk of a successful deployment of a radiological/nuclear (R/N) weapon against a major metropolitan area in the United States by establishing sustainable capability within Global Nuclear Detection Architecture (GNDA) partner agencies to detect, analyze, and report nuclear and other radioactive materials out of regulatory control within their jurisdictions.
Goals
• Enhance regional capabilities to detect, analyze, report, and interdict nuclear and other radioactive materials out of regulatory control
• Coordination STC partners in their roles defined by the GNDA
• Encourage participants to sustain their R/N detection program over time

Five Year Implementation Plan Phase I (Years One to Three) Year One: Planning, organization, and analysis activities; planning for sustainment activities; initiate implementation plan
Years Two and Three: Procure equipment and conduct training; plan and execute exercises Initial operating capability State and local immediate requirements
Phase II (Years Four and Five) Procure additional equipment; continue conducting training and exercises with an emphasis on Federal integration; implement self-sustainment plans Leverage developed local capability to support national priorities Develop enhanced detection, analysis, communication, and coordination
Phase III (After Year Five) Facilitate sustainment through alarm adjudication, training, exercise and SME support Not directly funded by DNDO
For Official Use Only 5
STC Funding Model DHS issues a competitive Notice of Funding Opportunity (NOFO) requiring submission of one coordinated regional application Requires concurrence of major regional jurisdictions and results in a regional plan Funding awarded to a lead agency and is leveraged by regional partners Centralized procurement ensures standard equipment
DHS envisions selecting up to three (3) regions under this announcement where each selected region will partner with DHS over a five-year period of performance The first selected region will begin work immediately and will receive $3.5M in direct funding The other two selected regions may be awarded in subsequent fiscal years without further competition based upon determination by the Selection Authority There will not be another NOFO issued until the three selectees have begun implementation
Continued assistance is subject to funds availability and awardee’s compliance with requirements of the cooperative agreement
Each selected region is eligible for up to $30M over five years
STC Builds Capability
Capability = Equipment + Training/Exercises + Protocols
Equipment – Detection and Communications
Training and Exercises - Proficiency
Protocols - Procedures Information Exchange Governance Operations & Regional Coordination Sustainment
STC Implementations STC NYC & Jersey City/Newark First funded in 2007 Two distinct UASIs came together for one implementation Currently in Phase III – Sustainment
STC Los Angeles/Long Beach Beginning of national program in 2012 Repeatable model to be used in subsequent implementations Currently in Phase I – Initial Operating Capability
STC National Capital Region Began in 2014 Currently in Phase I – Initial Operating Capability
Future Implementations
Regional Approach DHS expects one fully coordinated application per region
DHS envisions three levels of participants Lead Agency (Applicant) Principal Partners (should ideally be eight to twelve) Sub-partners (represented by principal partners)
Eligible lead agencies (applicant) include government entities residing within the FEMA defined UASI region Eligible lead agencies include law enforcement, first response, emergency management agencies, mayor’s office, UASI working group, or Council of Governments
Interstate and state agencies who support the UASI region may be a principal partner; however, they may not serve as lead agency (applicant)
Cooperative Agreement Financial assistance will be in the form of a Cooperative
Agreement vice an outright grant
Cooperative Agreements allow for substantial Federal involvement DHS & recipient collaborate or jointly participate Highly prescriptive DHS requirements prior to and after award Exclusive regional coordination between local STC program office and STC
Federal program office
Cooperative Agreements also allow for funds to be restricted until required conditions are met
Letters of Commitment/MOUs Letters of commitment or MOUs must be supplied with the application
Upon award, signed MOUs between the lead agency and principal partners are required that specifically address this program
Signed MOUs trigger the release of funds and are expected to be in place within six months of award
Webinar/Questions
An application Webinar is scheduled for April 28, 2015 at 1
PM EDT
This Webinar is to provide technical assistance so the applicants can assemble and submit an application that is fully responsive to ALL requirements
All participants will receive the Webinar information via e-mail
