Securing the Cities Program Notice of Funding Opportunity Q&A
Q&A Number: NOFO-Q&A-01
Q: Provide the points of contact for LA and Washington DC offices that are the Program Managers for their respective STC programs in their Cities? (name, phone and email info)?, and; provide a contact within your DNDO DC office that could provide me with some feedback on best practices within the STC Sustainment portion of the STC Grant Application?
A: DHS does not recommend direct contact with the DNDO STC Program Office since all correspondence while competition is on-going must be shared with all potential applicants. The funding opportunity states, “The project description must introduce how the region will support and sustain STC capabilities beyond program completion of an award under this funding opportunity.” An applicant should provide acknowledgement that when STC funding ends after the five year engagement period, the region is prepared to fund the developed capability through other means. If the region currently possesses RN detection capabilities, detail on how this capability is maintained would provide DHS useful information.
Q: What is intended by repeatable model to be used in subsequent implementations?
A: The “repeatable model” is a reference to the implementation process once a city has been selected. This will have no bearing on the application content or the competition. The statement is intended to give applicants the knowledge that DHS uses the same general process working with each city.
Q: Is there a requirement for submitting Principal Partner Information- all contact, equipment, training, exercises, and operations plans and a list of any additional congressional districts
A: The principal partner’s information and existing capabilities of each is found on pages 7 & 8 of the NOFO. Submitting additional information on any additional congressional districts is not a requirement but the information is helpful and should be included if possible.
Q: Is there a page limits length on the narratives
A: There is no page limit requirement on the narrative
