Objectives
• Assist State, local, and tribal governments in developing local nuclear detection capabilities
• Establish information connectivity among deployed detection systems to support alarm adjudication
• Establish administrative infrastructure to support a nuclear detection program
• Establish coordination mechanisms between GNDA partners for routine daily operations and focused/stepped up deployments
Mission Reduce the risk of a successful deployment of a radiological/nuclear (R/N) weapon against a major metropolitan area in the United States by establishing sustainable capability within Global Nuclear Detection Architecture (GNDA) partner agencies to detect, analyze, and report nuclear and other radioactive materials out of regulatory control within their jurisdictions.
Goals
• Enhance regional capabilities to detect, analyze, report, and interdict nuclear and other radioactive materials out of regulatory control
• Coordination STC partners in their roles defined by the GNDA

Authorizing Authority for Program 6 U.S.C. 596
§ 596. CONTRACTING AND GRANT MAKING AUTHORITIES
The Secretary, acting through the Director for Domestic Nuclear Detection, in carrying out the responsibilities under paragraphs (6) and (7) of section 592 (a) of this title, shall—
(1) Operate extramural and intramural programs and distribute funds through grants, cooperative agreements, and other transactions and contracts.
Appropriation Authority for Program For FY15: Appropriation authority granted under Public Law 114-4;
Department of Homeland Security Appropriations Act, 2015; Title IV – Research and Development, Training, and Services; Domestic Nuclear Detection Office; System Acquisition enacted $72,603,000. $3,500,000 of the enacted amount applies to this Notice of Funding Opportunity. From this authority, $3,500,000 will be awarded in FY15 for the first selected city.
For FY16 and beyond: This program has not received funding. All awards are contingent upon the availability of funds. Applicable appropriations authority for future years will be included in STC Continuation Application Notification.
NOFO/Cooperative Agreement The STC Program uses a Cooperative Agreement Grant approach creating a partnership between DHS-DNDO and the grant recipient
Regional buy-in by executive level officials is critical, this is a “top to bottom” program
The partnership will include substantial Federal involvement from the STC Program Office attending meetings, providing document templates, training development assistance, exercise concepts, and technical advice throughout the life of the program such as:
– Strategic Plan
– Committee Charters
– Implementation Plan
– Operations Plan, etc. (Please see the NOFO for a complete list of required documents)
Presenter
Top to bottom meaning a coalition of those in power committing to sustainment and long-term support directing their agencies to perform the mission. While willing agencies and operators see the value of the program, executive level officials are vital to future funding and sustainment of the program.
Regional Approach DHS expects one application per UASI area fully coordinated with all principal partners and encompassing all nuclear detection mission areas.
DHS expects lead agency (applicant) to form a team with other major regional stakeholders to become the STC principal partners.
The principal partners should include the region’s larger law enforcement agencies, fire services, radiation health agency, regional transit authorities, and maritime components including members of the Area Maritime Security Committee (AMSC), if applicable.
The principal partners ideally should number between eight to twelve total agencies, but actual numbers may vary by region:
– The application must clearly identify all principal partners.
– Smaller agencies should also be included in the resulting regional nuclear detection program, but do not need to be identified in a region’s application.
Presenter
A simplified approach better focuses the program.
Program Funding Considerations Each year, DHS will publish a new Preparedness Grant Programs
Overview that may contain additions and/or deletions to the “high-risk” UASI listing.
– Eligible cities for this announcement are based upon FY 14
Preparedness Grant Programs Overview
– An applicant that has applied for the program and been selected for STC implementation by DHS will continue receiving assistance throughout the projected five-year implementation period
– Subject to funding availability, a non-competitive continuation application will be required annually
Region’s plan for sustaining developed capability subsequent to grant close out is an evaluation criterion.
Presenter
A continuation application for the Cooperative Agreement’s funding is required annually until the agreement close-out.
DHS envisions selecting up to three applications, each with a five-year period of performance containing incremental funding. This assistance is subject to funds availability and awardee’s compliance with requirements of the cooperative agreement. For planning purposes, applicants may expect the following activities over the five year period of performance:
– Year One: Planning, organizing, and analysis activities; planning for sustainment activities.
– Years Two and Three: Procure equipment and conduct training; plan and execute exercises.
– Years Four and Five: Continue conducting training and exercises and implement sustainment plans. Integrate with Federal detection capabilities.
All items proposed for funding by an applicant must be:
– Allocable (to a particular purpose in the project)
– Allowable (by Federal statute, regulation, program mission or guideline)
– Reasonable (prudent person test; is the cost reasonable)
– Necessary (does applicant need it to accomplish the project)
To satisfy AARN, you must:
– Fully answer all requirements in the NOFO
– Fully describe all your proposed activities
– Fully state your best estimate of costs (at the required level of detail)
– Justify the costs in the Project Narrative, other documentation, vendor quotes, etc…
Application Requirements
Non-Responsive applications: (Will be returned without review)
– Applications that do not include a regional approach to participation/participants
– Applications that do not address the purpose of this announcement
– Applications that fail to substantially comply with the application submission instructions and requirements in this announcement
– Applications that provide only vague or abbreviated work tasks and project milestones associated with each STC objective
Principal Partners; Explain how your STC partners will be organized:
– Application must identify the lead agency (applicant) and all participating principal jurisdictions (principal partners) including:
type of organization (city, county, etc.), organization name, total number of sworn officers/field personnel, street address, city, county, state and zip code.
Provide a primary contact person for each principal partner, including:
– name, telephone, and email.
MOUs/LOCs: Do MOUs currently exist and what is needed to get commitment regionally?
– Letters of Commitment included in the application
– Finalized MOUs ASAP (the program funding is restricted until the MOU is finalized and received by DHS)
Describe law enforcement or first responder mechanisms for coordination
– Coordinated operations between any participants
– Information sharing
– STC specific MOUs are required
Existing Capability: Describe the existing nuclear detection capabilities of each principal partner:
– Equipment: Make, model, and quantity
– Training: Number of personnel trained for each equipment type
– Exercises: RND drills and exercises held over last three years
– RND Operations Plan: Yes or no. Summarize existing protocols and coordination mechanisms
– Sustainment: Describe funding source for existing equipment repair, training and exercises
– Mutual Aid: Describe existing law enforcement or first responder mechanisms for mutual aid or coordinated operations between principal partners
Need for Assistance: What nuclear detection capability requirements will the program meet?
Coordination with other DHS Programs: Does the applicant describe coordinating federal resources?
Project Description (emphasize support and sustainment)
– Regional goals and objectives linked to STC program goals and objectives
– Specific activities to meet the goals and objectives
– Metrics for success in meeting the regional objectives
– Gantt chart, document, or detailed description showing work tasks and project milestones linked to regional objectives
Management Experience: Describe the applicant’s experience in managing a regional effort that includes State, county, and local government entities
Budget Narrative and Justification
Specific line item budget requests should be supported by the Project Narrative
Application should have detailed budget numbers for year one with rough order of magnitude numbers for years two through five (up to $30M total)
Describe the key personnel and their activities as well as how funds will be allocated to cost categories
DNDO recommends a STC program office to manage the day-to-day administration
DHS strongly encourages using the proposed budget justification format (See NOFO Appendix 1, Section G - Sample Budget Format )
Management Process Description Must designate a region-wide Program Manager (PM)
– Recommendation: PM have formal program management certification and experience in law enforcement or emergency services background
Describe how participants are to be organized to ensure a coordinated regional plan
Committee structure is recommended
Wiring diagrams depicting relationships are insightful
Describe the working arrangements among all of the primary participating jurisdictions that include:
– How each principal partner will receive assistance
– The arrangements for implementation of sub awards (if required)
– Roles and responsibilities of each principal partner What activities they agree to undertake
What resources (if any) they agree to bring to the project
How conflicts are to be resolved among the principal partners
STC Year One
The initial funding provides for administrative support requirements, staffing, program document development, committee organization, a start-up equipment set (if required), training cadre identification, and acquisition process determination.
– Greater emphasis on program foundational documents and planning, especially long-term sustainment
• Regional Strategic Plan
• Regional Organizational Chart
• Committee Charters
• Regional Implementation Plan
• Regional Operations Plan
• Regional Multi-Year Training and Exercise Plan (MYTEP)
• Information Exchange Plan
• Regional Sustainment Plan
STC Years Two - Three
Increase in year two funding
– UASI Program Manager and regional teams are fully engaged for the influx of funding
– Program execution; acquisition process and system wide training ramp-up begins as operational capability and plans are implemented
All documents and program products are completed
– Operational concepts are employed in day-to-day functions and routine exercises are initiated
– Committees are working issues and products
