About this file

This Statement of Work (SOW) details the Navy Recruiting Command's sponsorship of the Libby Productions King of the North (KOTN) Bull Riding Rodeo events from April 11 to November 22, 2025. The sponsorship encompasses 10 rodeo events across five states (Montana, Idaho, North Dakota, South Dakota, and Minnesota), with comprehensive marketing and branding opportunities for the US Navy. Key Navy activation elements include arena signage, logo placement on event materials, social media integration, a dedicated webpage, streaming on PBR Ride Pass, and on-site recruiting opportunities such as a recruiter booth, color guard, and potential veteran recognition and recruit swearing-in ceremonies.

The contract is a sole-source acquisition with Libby Productions LLC, a small business based in Eureka, Montana. Event locations include specific cities like Idaho Falls, Kalispell, Great Falls, Deadwood, Bismarck, Belcourt, Binford, Thief River Falls, Eureka, and Minot. The Navy's primary points of contact are Nathan Peoples (CIV, NRC, N9) and Darryl Blackmon (CIV, NRC, N10), with Libby Productions represented by owner Adam Libby. The sponsorship aims to increase Navy recruiting visibility and engagement with the student market through these high-profile rodeo events.
