About this file

This Statement of Work (SOW) details an asbestos abatement project for the United States Department of Agriculture (USDA) Forest Service at the Black Hills National Forest's Spearfish Work Center in South Dakota. The project requires a licensed South Dakota state-certified asbestos removal contractor to remove approximately 1,025 square feet of asbestos containing building material (ACBM) from the interior walls and ceiling of a flammable paint storage shed, with the goal of decommissioning an unsafe and unhealthy building that is no longer in use.

Key technical requirements include providing all necessary labor, materials, equipment, and disposal services in compliance with federal and state regulations. The contractor must submit multiple deliverables, including an Accident Prevention Plan, Action Submittals, Product Data, Shop Drawings, and a Contractor Quality Control Plan, with most documents required 10 days prior to beginning on-site work. The project site is located approximately 2 miles south of Spearfish, SD at an elevation of 4,375 feet, and is open year-round. The Forest Service has already purchased and installed a prefabricated replacement storage building in fiscal years 2022-2023, making this asbestos removal a preparatory step for the building's final decommissioning.
