About this file
This document is a set of technical specifications for an asbestos abatement project at the Black Hills National Forest's Spearfish Work Center Flammable Storage Building in South Dakota. The project involves removing approximately 1,025 square feet of asbestos-containing building materials (ACBM) from the interior of the building, including transite wall paneling, interior lights, and HVAC wall units. The contractor will be responsible for all aspects of the removal, including site preparation, hazardous material handling, protective measures, disposal, and air monitoring.
Key requirements include strict compliance with federal and state regulations, including OSHA, EPA, and South Dakota Department of Agriculture and Natural Resources guidelines. The contractor must provide certified personnel, use proper personal protective equipment, establish containment areas, and transport all asbestos-containing materials to a state-certified landfill. A third-party Air Monitoring Specialist must conduct clearance sampling after the work is completed. The project is scheduled for September 2025, with the building slated for complete removal after the asbestos abatement is finished. The total project will be completed as a lump sum contract with three primary base items: general requirements/mobilization, asbestos material removal, and disposal of the asbestos-containing materials.
