The primary deliverables include: (1) provision and installation of four identical ground-mounted LED floodlight fixtures rated 120–277 VAC, 40–60 W each (target 50 W), with minimum 4,000–6,000 initial lumens per fixture, 3,000–4,000 K color temperature, and narrow beam spread (approximately 10–20°); (2) mounting fixtures on concrete pads or approved ground bases approximately 10–15 feet from the flagpole base, equally spaced at roughly 120° intervals, with beams directed toward the top of the pole for uniform flag illumination; (3) provision of all necessary conductors, raceways, boxes, fittings, and hardware in accordance with the National Electrical Code (NEC) and applicable federal and local requirements; (4) installation of approximately 70 linear feet of underground trench with utility locating coordination prior to excavation, proper bedding, backfill, and compaction to meet NEC cover requirements; (5) complete site restoration including regrading, reseeding or sodding, mulch replacement, and debris cleanup; and (6) testing, aiming, and demonstration of all circuits for continuity, voltage, and grounding, with verification of operation under existing dusk-to-dawn control. All luminaires must be UL or ETL listed for wet locations, outdoor-rated, and provided with a minimum 5-year manufacturer's warranty. Contractor submittals must include product data sheets, a layout sketch showing fixture locations and trench routing, and as-built markups indicating final locations and underground raceway routing.

STATEMENT OF WORK (SOW)
Flagpole Lighting Installation – 60-Foot Flagpole
Scope The Contractor shall furnish all labor, materials, equipment, and supervision required to install exterior LED floodlighting for a 60-foot flagpole at a federal facility, including underground raceways, conductors, trenching (approximately 70 linear feet), connection to the existing dusk-to-dawn lighting control, and full site restoration.
Existing Conditions and Controls
2.1 A 60-foot flagpole with U.S. flag is installed at the site.
2.2 An existing lighting control system (dusk-to-dawn photocell and/or timeclock with associated panel/contactor) is available to serve the new lighting.
2.3 The Contractor shall field-verify the available power source, circuit capacity, and control panel location prior to commencing work and coordinate any questions with the Government’s Contracting Officer’s Representative (COR).
Contractor Tasks The Contractor shall perform, at a minimum, the following tasks:
3.1 Flagpole Luminaires
a. Provide and install four (4) identical ground-mounted LED floodlight fixtures designed for exterior use, 120–277 VAC, nominal 40–60 W each (target 50 W), minimum 4,000–6,000 initial lumens per fixture, 3,000–4,000 K (neutral white), narrow beam (approx. 10–20°).
b. Mount fixtures on concrete pads, piers, or factory-approved ground bases.
c. Locate fixtures approximately 10–15 feet from the base of the flagpole, equally spaced at roughly 120° around the pole.
d. Aim fixtures so the center of each beam is directed toward the top of the flagpole (ball/truck) and adjusted to provide uniform illumination of the flag.
3.2 Power, Raceways, and Wiring
a. Provide all necessary conductors, raceways, boxes, fittings, and hardware to supply the flagpole lighting from the existing power source/control point.
b. Install underground raceways and conductors in accordance with the National Electrical Code (NEC) and applicable federal and local requirements.
c. Make final connections at the existing lighting control panel / junction box as directed by the COR so that the new flagpole lighting operates under the existing dusk-to-dawn control (no separate photocell unless approved).
3.3 Trenching and Underground Work
a. Provide approximately seventy (70) linear feet of trench between the existing source/control location and the flagpole area, as directed by the COR.
b. Prior to any excavation, coordinate utility locates using the facility’s established process and/or 811 service. Do not excavate until all known utilities are identified and clearly marked.
c. Excavate to depths required to meet NEC minimum cover requirements for underground raceways and conductors.
d. Provide suitable bedding (if required by site standards), backfill and compact to match surrounding soil conditions and minimize settlement.
3.4 Site Restoration
a. Restore all disturbed surfaces, including turf, lawn areas, mulch beds, and general landscaping, to equal or better condition than prior to construction.
b. Work includes regrading, reseeding or sodding, replacement of mulch, and cleanup of all construction debris.
3.5 Testing, Aiming, and Demonstration
a. Test all circuits for continuity, proper voltage, and grounding.
b. Verify operation of the flagpole lighting under the existing dusk-to-dawn control (simulate darkness as necessary).
c. Perform final nighttime aiming adjustments, if requested, in coordination with the COR to minimize glare and ensure uniform illumination of the flag.
Materials and Standards
4.1 All luminaires shall be UL or ETL listed for wet locations, outdoor-rated, and provided with a minimum 5-year manufacturer’s warranty.
4.2 All work shall comply with the National Electrical Code (NFPA 70) and applicable federal, state, and local codes and standards.
Submittals
5.1 Product Data for proposed LED floodlight fixtures, including catalog cut sheets showing wattage, lumens, CCT, beam spread, IP rating, and mounting details.
5.2 Simple layout sketch showing proposed fixture locations, approximate trench routing, and connection point to existing control.
5.3 As-built markups at completion indicating final fixture locations, junction boxes, and underground raceway routing. Red-line markup of government provided drawings in Adobe is acceptable
