About this file
This Statement of Work (SOW) details a retention pond rehabilitation project for the U.S. Geological Survey (USGS) at the J.W. Powell Federal Building in Reston, VA. The project involves restoring the approximately 0.3-acre stormwater retention pond to its original design capacity and functionality, with specific requirements including sediment and vegetation removal, mechanical and structural maintenance, and compliance with Virginia Department of Environmental Quality regulations. The contractor must conduct a comprehensive assessment, submit a detailed work plan, and complete the project within 90 calendar days of the Notice to Proceed, with key deliverables including a work plan submittal, nutrient loading calculations, and project closeout.
The scope of work encompasses removing accumulated sediment, leaf debris, cattails, woody vegetation, and non-native plants; inspecting and restoring mechanical elements like valves and sluice gates; and ensuring site protection and restoration. The project requires calculating nutrient load reductions, providing total sediment removal volume, and maintaining sustainable practices by using environmentally friendly products. The contractor must follow various federal standards and regulations, including GSA safety specifications, OSHA guidelines, and sustainability requirements. The project is classified as Controlled Unclassified Information (CUI) and includes photographic exhibits showing the current condition of the pond, inflow pipe, and outflow areas.

1.1. PROJECT INFORMATION
This project entails the required efforts to ensure the existing storm water management pond continues to meet its intended function. The pond is located at the U.S. Geological Survey National
Center, 12201 Sunrise Valley Drive, Reston VA. The pond and associate embankment were constructed when the building was built in 1972. Extensive repairs to rebuild the pond and embankment were completed in 1992. A copy of the plans for the rebuild are available upon request.
The site and pond are federally owned property. It is adjacent to Sunrise Technology Park. The area around the pond is relatively clear.
To be considered successful, the Work shall

2. SCOPE OF WORK (SOW)
2.1. DESCRIPTION OF WORK
The U.S. Geological Survey (USGS) Headquarters Campus requires services necessary to restore the stormwater retention pond to its original design capacity and functionality. Located at the USGS
National Center, 12201 Sunrise Valley Drive, Reston, VA, the approximately 0.3-acre wet pond is part of the facility’s Municipal Separate Storm Sewer System (MS4). This pond supports both peak discharge control during storm events and pollutant reduction in compliance with MS4 permitting requirements.
Accumulated sediment and overgrowth have diminished the pond’s capacity and performance. This project entails all routine and non-routine efforts required to return the pond to full operational status in accordance with federal and state stormwater regulations.
Regulatory Compliance
• Perform all work in accordance with the Virginia Department of Environmental Quality
(VADEQ) regulations for wet pond rehabilitation under the MS4 program.
• Comply with applicable requirements outlined in the Virginia Erosion and Stormwater
Management Program (VESMP), the Virginia Stormwater Management Handbook, and the
Virginia Stormwater Management Program (VSMP).
• Complete all routine and non-routine efforts activities required under these regulations, including maintenance of mechanical and structural components.
Nutrient Removal Calculation
• Calculate and provide estimates of nutrient loading reductions resulting from the dredging activities. This shall include:
1. Total Nitrogen (TN) and Total Phosphorus (TP) load reductions, expressed in pounds per year (lbs/year).
2. Estimate change in nutrient load reduction resulting from project.
3. Assumptions, calculation methods, and data sources must be documented and submitted as part of the final project report.
4. Provide total volume of sludge removed in cubic yards.
Sediment and Vegetation Removal
Remove excess accumulated sediment from the pond to restore its designed depth and capacity.
Take care not to disturb or damage any existing pond liner or the underlying silt or clay base. The contractor must measure and report the amount of sediment removed to the project manager.
• Remove:
1. Leaf debris and cattails from the pool area
2. Woody vegetation and trees from the pond embankment
3. Non-native vegetation within and surrounding the pond
• Inspect and restore the trash rack on the inlet structure to proper condition.
• Replace the riprap downstream of the inlet headwall as needed.
Mechanical and Structural Maintenance
• Inspect, maintain, and repair existing mechanical elements such as:
1. Valves
2. Sluice gates
3. Locks
4. Access hatches
• Maintain and restore existing plantings and any newly installed vegetation related to the pond restoration.
Site Protection and Restoration
• Identify and avoid any underground or above-ground utilities during all project activities.
• Repair any damage to roads, sidewalks, structures, or other infrastructure caused during construction.
• Ensure all workers are briefed on and comply with plant protection measures.
• Restore any disturbed landscape around the pond to its original condition or better.
2.2. SCOPE OF WORK
Furnish all labor, materials, supervision and equipment required for installation of all items contained in the drawings (if applicable) and scope of work. All work is to be performed in accordance with this statement of work, drawings, exhibits and all attachments and shall be consistent with industry standard best practices unless otherwise noted. Work shall be performed and completed at a time and date coordinated with facility activities to minimize impact on operations. Perform area clean-up, secure work areas and inform appropriate personnel of work completion.
