Failure to provide a sufficiently detailed technical quotation package may constitute the offeror’s technical response as non-conforming/non-responsive to the RFQ and that offeror may not be considered for award.

Factor A: Technical Approach and Capabilities

A-1 Project Understanding and Approach

• Offeror demonstrates a thorough understanding of the project scope, objectives, and challenges.

• Proposed methodology aligns with project requirements and ensures successful execution.

• Approach addresses sediment removal, pond restoration, and compliance with federal/state regulations.

A-2 Regulatory Compliance

• Adherence to Virginia Department of Environmental Quality (VADEQ) regulations.

• Compliance with Virginia Erosion and Stormwater Management Program (VESMP) and MS4 permit obligations.

The technical capability section shall be in as much detail as the offeror considers necessary to fully explain and demonstrate their technical approach and capabilities for the requirements within SOW. The technical quotation should reflect a clear understanding of the nature of the work being performed and deliverables and how the offeror anticipates meeting all requirements successfully. Questionnaires do not need to be submitted for references already in FAPIIS or CPARS, but the contract number and customer name shall be provided in the quotation to allow the Government to locate the appropriate past performance record(s) in the system.

Offerors with no record of relevant experience must submit a signed and dated statement to that effect. If no relevant experience information is available the offeror will be evaluated as neutral.

The Government reserves the right to contact references for verification or additional information.

If the offerors quotation is unrealistically high or low in terms of price, it may be deemed reflective of an inherent lack of technical competence or indicative of a failure to comprehend the complexity of risks of the proposed work and may be grounds for rejection of the quotation.

Evaluation of the price quotations will be based on competition and the total overall evaluated price.

Offerors shall quote Open Market discounted firm-fixed pricing for the Storm Water Retention Pond

Rehabilitation services.

6. EVALUTIONS AND EVALUATION CRITERIA

The Contracting Officer will screen quotation packages to identify and eliminate any offers that are so incomplete or non-conforming/non-responsive to the instructions or terms and conditions of the RFQ or other RFQ requirements, as to preclude a meaningful evaluation. The Contracting Officer reserves the right to eliminate any offer from further evaluation or consideration for award if that offeror’s quotation package fails to comply or conform to the RFQ’s minimum specifications, instructions or terms and conditions, or is missing information requested in this RFQ.

The Government intends to award one (1) firm-fixed price Purchase Order resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ has been determined to be the most advantageous and the best-value offerors to the Government, price and other factors considered, where trade-off procedures will be used.

The following factors shall be used to evaluate offers:

Factor A – Technical Approach

Factor B – Relevant Experience

Factor C – Past Performance

Factor D – Price

Storm Water Retention Pond Rehabilitation - USGS National Center Page 8 of 9

Technical Acceptability & Weighting

Factor A (Technical Approach) is weighted equally across A-1, A-2, and A-3.

Factor A (combined with A-1, A-2, and A-3) is weighted significantly more than Factors B & C.

Factors B & C are weighted equally.

Factors A, B, & C (combined) are weighted relatively more than Factor D.

Rating Scales

Factor A (Technical Approach):

High Confidence: Government has strong confidence in successful contract execution with minimal intervention.

Some Confidence: Offeror requires some government oversight but is capable.

Low Confidence: Government has doubts about offeror’s ability to execute successfully, even with oversight.

Factor B (Relevant Experience):

Pass: Offeror meets experience requirements.

Fail: Offeror does not meet experience requirements.

Not Available: Lack of relevant experience does not impact evaluation.

Factor C (Past Performance):

Exceptional: Strong past performance with minimal risk.

Very Good: Mostly positive track record with few weaknesses.

Satisfactory: Balanced strengths and weaknesses with moderate risk.

Marginal: Performance shows deficiencies with high risk.

Unsatisfactory: Serious performance issues create very high risk.

Neutral: No past performance record available.

Factor D (Price):

The Government will evaluate Price to ensure it is fair and reasonable.

Evaluation of an offeror’s price quotation shall be based on competition, completeness, and reasonableness. Evaluation of the price quotations will be based on the total overall evaluated firm-fixed price for the Storm Water Retention Pond Rehabilitation services under the three month period of performance. If the offerors quotation is unrealistically high or low in terms of price, it may be deemed reflective of an inherent lack of technical competence or indicative of a failure to comprehend the complexity of risks of the proposed work and may be grounds for rejection of the quotation.

The offeror must also be determined responsible per the meaning described in FAR 9.104. Responsibility will be determined by reviewing such items as an offeror’s D&B report, SAM, PPIRS and submitted past performance information, and socio-economic status for the designated UEI number. The Contracting

Officer shall also review any exceptions to the RFQ terms, conditions or requirements and make a determination of acceptability of non-conformance. Offerors are cautioned that any exceptions to the

RFQ terms and conditions or requirements may be detrimental to that offeror’s evaluation and the offeror may be deemed non-conforming to the RFQ and not considered for award.

Storm Water Retention Pond Rehabilitation - USGS National Center Page 9 of 9

After the technical and price evaluations have been conducted the Government will award to the one (1) offeror conforming to the RFQ whose offer has been determined to be the most advantageous and the best-value offerors to the Government.

Any offeror that received a rating of low confidence, fail, or unsatisfactory in any evaluation factor or has pricing that is determined to be incomplete or unreasonable will automatically not be considered for award.
