STATEMENT OF WORK (SOW)
25 NOVEMBER 2025
Fall Protection for B1615, B1622, & Ramp 1 Sunshades
1. SCOPE OF WORK
This is a nonpersonal services contract to provide fall protection testing, inspections, certifications, and repairs. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.
The Contractor is responsible for providing all materials, labor, equipment, and transportation required to perform preventative and remedial maintenance on twelve (12) hoists located throughout Edwards Air Force Base. All services shall be performed in accordance with applicable manufacturer's specifications, industry standards, and Air Force Instruction 91-203. The locations of these Fall Protection Components are detailed as the following: B1615 (7 each), B1622 (3 each), Ramp 1 Sunshades (2 each).
1.1 ANNUAL INSPECTION
The Contractor shall conduct annual inspections and routine maintenance on all elements within the fall protection systems, including, but not limited to, self-retracting lifelines (SRLs), harnesses, trolleys, cable grab systems, horizontal lifelines (HLLs), carabiners, and snap hooks. Inspection heights range from 30 to 95 feet above ground level. These inspections shall be performed in strict accordance with the following guidance: 1) the respective manufacturer's operating manuals, 2) applicable OSHA regulations, and 3) ANSI/ASSE Z359 Standards.
1.2 OVER AND ABOVE REPAIRS
The Contractor is responsible for providing comprehensive repair services for all components of the fall protection system, subject to a Not-to-Exceed expenditure limit for the length of the contract. Upon notification of required remedial actions, the Contractor must be readily equipped to address standard repairs. The Contractor will complete repairs within a maximum of two business days from notification to limit mission impacts. Over and Above Request Form can be found in Appendix 1.

Emergency repairs will be provided on an on-call basis with a response time not exceeding 48 hours, excluding weekends and federal holidays. Emergency repairs inlcude but are not limited to situations after a fall arrest has happened or the system is found damaged, and repairs are needed to prevent mission stoppage. If immediate repair is not possible, the contractor will perform lockout/tag out procedures and provide the contract manager with a detailed report outlining required repairs, the reason for the delay, and an estimated completion timeframe.
Emergency repairs will be considered Over and Above Services and will require the contractor to present the Government Project Manager (GPM) with a detailed proposal of work and cost estimate within 48 hrs. of inspection. Proposal and cost estimate will be reviewed by the GPM and submitted to the CO for review, approval, and funding funding. Over and Above Request Form can be found in Appendix 1.
1.3 REMOVE FROM SERVICE
The contractor shall immediately remove from service and tag any fall protection equipment found to be non-compliant with applicable standards or safety regulations or has been utilized in a fall arrest. The tag will clearly state “OUT OF SERVICE”, and will contain the technician’s name, contact number, and reason for removal from service. The GPM must be notified immediately to prevent further use of the equipment pending service.
1.4 INSPECTION REPORTS
The Contractor shall provide documentation demonstrating that all components of the fall protection system are inspected in accordance with manufacturer specifications and applicable OSHA and ANSI standards.
1.5 TRAINING
The Contractor shall provide annual on-site training for up to thirty (30) personnel on the proper use and inspection of the fall protection systems utilized on-site. The training program shall encompass hazard recognition, safe work practices, and detailed explanations of established procedures. A hands-on demonstration of proper harness and lanyard donning and doffing techniques will be included, specific to the types of systems in use at the facility. The training program shall be designed to ensure personnel attain and maintain competency in fall protection.
Training certificates, including the individual’s name, training date, and topics covered, will be provided to the GPM. Training procedures shall adhere to the following: 1) manufacturer specifications, 2) applicable OSHA regulations, and 3) relevant ANSI standards.

1.6 INHERITENTLY GOVERNMENTAL FUNCTION
The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this SOW.
2.0 WORK LOCATION AND RESTRICTED ACCESS AREAS
The work will be performed within restricted areas of Edwards Air Force Base, CA 93524, for the benefit of the 412th Maintenance Group. Contractor personnel requiring access to restricted areas shall be familiar with and shall comply with the required practices of the Airfield Training Guide provided by the GPM and dated 19 November 2025. Contractor employees shall be escorted at all times by authorized personnel while in restricted areas and shall comply with applicable portions of DAFI 13-213 and Edwards AFB DAFI Supplement 13-213. The Contractor shall maintain and make available upon request a record of completion showing that each employee requiring access to restricted areas has reviewed the Airfield Training Guide.
2.1 WORK SCHEDULE
Work will be performed between 0700 and 1600 hours, excluding federal holidays and weekends. Base access and Government representative availability may be impacted by Force Protection Conditions (FPCON), Health Protection Conditions (HPCON), and base exercises. The GPM reserves the right to cancel scheduled appointments with limited advance notice due to these conditions.
3.0 BASE ACCESS
3.1 ACCESS REQUIREMENTS
The contractor shall provide the GPM with the following information for each employee requiring access to the installation, no later than one week prior to their scheduled visit:
o Full Name o Date of Birth o Citizenship o Last Four Digits of Employee’s Social Security Number o Driver’s License Number

Upon verification of employee credentials and authorization for entry, the contract manager will notify the contractor. Subsequently, designated personnel will be eligible to receive passes from the Visitor Control Center, contingent upon presentation of valid identification, valid vehicle registration, and current proof of insurance.
3.1.2 CREDENTIALS AND PASSES
The Contractor shall be responsible for the prompt return of all issued credentials and vehicle passes whenever an employee or subcontractor employee no longer requires access to the work site, upon request by the Contracting Officer (CO) or their designated representative, and upon competition or termination of this contract.
3.1.3 IDENTIFICATION OF CONTRACTOR EMPLOYEES
All contract personnel attending meetings, answering government telephones, in other telephone conversations and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of others that they are government officials.
They must also ensure that all documents, reports produced by contractors and formal or informal correspondence are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor employees shall be required to wear badges or other visible identification for meetings with Government personnel.
4.0 GENERAL REQUIREMENTS
4.1 TOOL CONTROL/ FOD PREVENTION
Due to the proximity to maintenance hangars and the flightline, stringent tool and waste control measures are mandatory. This proximity to active aircraft operations elevates the risk of tool or waste-related incidents, including potential damage to aircraft through Foreign Object Debris (FOD) ingestion or structural impact, injury to personnel from debris hazards, costly operational disruptions caused by tool searches or aircraft repairs, and overall mission impacts. Strict adherence to FOD prevention protocols is therefore essential, with protocols including tool control, housekeeping, FOD walks, and waste
FA930126Q0003 - Fall Protection Services Page 4 of 12 management. All tools must be accounted for at all times and can never be left unattended.
4.2 FURNISHED ITEMS
The Government will provide water and electricity to the Contractor from existing utility connections without charge to the contractor for the sole purpose of the execution of the work described in this contract.
5.0 SAFETY
5.1 Personal Protective Equipment (PPE)
The Contractor shall adhere to all applicable safety regulations and standards throughout the duration of this contract. This includes, but is not limited to, ensuring all personnel utilize the appropriate required Personal Protective Equipment (PPE) as dictated by the relevant safety regulations.
Non-Compliance with these safety requirements, including failure to utilize prescribed PPE, will result in immediate removal from the project site. Re-entry will only be permitted upon demonstration of full compliance with all safety regulations, including the proper donning of the required PPE.
Repeated instances of non-compliance may result in further disciplinary action, up to and including contract termination.
5.2 OSHA Requirements
It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. Contractors are responsible for complying with federal and state occupational safety and health standards for their employees, except where the Air Force contractually agreed to assume responsibility.
5.3 Safety and Health Plan
The Contractor shall submit a Safety and Health Plan and corresponding site safety checklist to the GPM 30 business days after contract award. The Contractor’s plan shall include appropriate measures to ensure the Contractor reacts promptly to investigate, correct and track alleged safety and health violations and/or uncontrolled hazards in Contractor work areas.

5.4 Reporting
The Contractor shall promptly report pertinent facts to the Government Program Office (GPO) regarding mishaps involving government personnel or property, on or off the Air Force Installation, incidental to work performed IAW DAFI 91-204, Safety Investigation and Hazard Reporting. Direct costs related to the mishap shall be separated from other cost and provided to the GPO and Safety Investigators. The Contractor is responsible for establishing requirements for all subcontractors who qualify as subcontractors under the resulting contract.
6.0 Environmental Protection
The Contractor shall comply with all applicable Federal, state, and local laws, regulations, and standards, including Air Force and installation policies, directives, and instructions, that are or may become applicable to the contractor’s activities in performance of this contract.
6.1 Spill Response
The Contractor is responsible to report and promptly clean up all spills in a manner consistent with current environmental regulations. In the event that

j. Identify individual(s) responsible for corrective action hazards;
k. Identify first aid/injury procedures;
l. Identify procedures for accident investigation and reporting;
m. Identify emergency response procedures; and
n. Identify the process for tracking controlled hazards in Contractor work areas
FA930126Q0003 - Fall Protection Services Page 6 of 12 it is necessary to utilize Government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government for all associated costs.
6.2 Recycling, Trash and Litter Control
The Contractor shall strive to recycle as much cardboard, paper, plastic, wood and metal as possible through the installation’s Qualified Recycling Program (QRP), and shall develop a strict recycling, trash and litter control program. The recycling and litter control program shall consist of supplying an adequate number of covered recycling, trash and litter receptacles in all appropriate locations. The QRP may be able to provide limited additional recycling containers and bins as required (call 661-277-1167 for coordination). The contractor shall take precautions to prevent Foreign Object Debris (FOD) while working on or around the flight line. The contractor will be responsible for removing all debris as a result of the contract activity.
7.0 QUALITY ASSURANCE
The Contractor is responsible for the Quality Assurance (QA) of all work performed under this contract, including that of any sub-contractors or suppliers. This responsibility includes establishing and maintaining a rigorous QA process, documenting all quality control activities, and ensuring adherence to all specified requirements, standards, and best practices. The contract manager shall evaluate and approve all work accomplished.
8.0 EXCESS MATERIALS
The Contractor is responsible for the proper management and disposal of all excess materials and waste generated as a result of the work performed under this contract. All excess materials and waste, including but not limited to construction debris, packaging materials, and discarded components, shall be promptly removed from the work site and transported off the base for disposal at an appropriately licensed and permitted facility. All disposal activities shall be conducted in full compliance with all applicable federal, state, and local environmental regulations. Prior to disposal, all removed or broken parts must be inspected and documented by the GPM.

9.0 PROHIBITED ACTIVITIES
While on Edwards Air Force Base (AFB), the Contractor and all Contractor personnel are strictly prohibited from possessing weapons, firearms, or ammunition, whether carried on their person or located within any vehicle under their control, including Contractor-owned or privately owned vehicles. Furthermore, all photography is prohibited without authorization from the designated government representative.
The possession or transportation of drugs or drug paraphernalia on Edwards AFB is strictly prohibited.
10.0 SECURITY REQUIREMENTS
All Contractor employees will be subject to a criminal history background check IAW DoDM 5200.08V3_AFMAN 31-101V3, Installation Perimeter Access Control, and 412th Test Wing Base Defense Plan (BDP) 31, Volume I (the AFMAN and BDP are both limited access documents but more details on the requirements/process in terms of background checks can be provided by the Contracting Office upon request). Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity proofing and vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.
For Contractor personnel requiring frequent base access to perform work at Edwards AFB will be granted access via an Edwards AFB Form 496, Application for Defense Biometric Identification System (DBIDS) Card. The Prime Contractor shall submit a written request on company letterhead to the CO with the following information (prior to submitting a request for Base access via an Edwards AFB Form 496): 1) contract number, 2) location of work, 3) contract start and stop date (must be on or before contract’s expiration date), and 4) names of employees/ subcontractor employees needing access to the base, to include each employee’s company name.
It is recommended that the Prime Contractor provide a copy of the request letter to each employee for verification purposes when the employee comes to the Contracting Office at Building 2800 to get their AFMC Form 496 signed. Employees for which no request letter can be found or provided will result in the employee being asked to return on another date/time so verification can be made.

Base passes will be limited to the length of the contract not to exceed 3 years from the date the AFMC Form 496 is submitted to the Contracting Office for signature.
The Edwards AFB Form 496 will be reviewed/approved by the CO, then taken by the Contractor employee to the Edwards AFB Pass & Registration Office in Building 3000, or the Visitor Control Center in Building 1004, for authentication and issuance of the Base pass.
The contractor shall comply with all base security regulations. Additionally, the contractor shall comply with actions dictated by force protection condition (FPCON) changes/measures and/or health protection condition (HPCON) changes/measures. For real-world situations/exercises, changes to force/health protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work
Only employees who will be working on the contract consistently/frequently should be submitted for a long-term Base pass.
The Contractor shall comply with all security requirements imposed by the Installation. Specific security considerations will be handled on an individual Task Order/contract basis as required.
The contractor shall report suspicious activity (refer to Edwards AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 661-277-3340 in a timely manner.
The Contractor and its employees shall comply with all base traffic regulations.
Visitors/contractors with driver’s licenses and ability to obtain base access without another form of identification as an identity proofing document. As proof of identify, the Department of Defense will accept State-issued driver's licenses and identification cards only if they meet the Real ID Act standards, from all U.S. States and territories as proof of identity. The Contractor shall possess a credential compliant with the REAL ID Act of 2005 or an acceptable alternate identification credential. Contractor shall maintain and make available to the GPM, within 30 days after award, records of Antiterrorism Awareness Level I required training of contractor employees and subcontractor employees who require routine physical access to the installation via 30 day pass, DBIDS Access card or Common Access Card (CAC), both initially and annually thereafter. AT Level I training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. Level I AT Awareness Training may be taken at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf for non-CAC holders. CAC holders may complete AT Level I training (Force Protection course ZZ133079) via myLearning at https://lms-jets.cce.af.mil/moodle/. Tracking for each contractor or subcontractor employee is the responsibility of the GPM or unit Antiterrorism Representative.
The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel.
The Contractor shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO; and 3) upon completion or termination of the contract. The Prime Contractor shall ensure that all Base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in the withholding of payment.
Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within Contractor-owned or privately owned vehicle while on Edwards AFB.
OPSEC - The Contractor shall comply with DOD, USAF, and locally established Operations Security (OPSEC) policies and procedures to protect sensitive and unclassified information and/or equipment, which is furnished to and operated by the Contractor, and prevent compromise of classified information and equipment.
Contractor shall maintain Operations Security (OPSEC) in accordance with DOD Directive & Manual 5205.02, DOD Operations Security (OPSEC) Program, AFI 10-

701, Operations Security (OPSEC), and Edwards AFB OPSEC policies and procedures.
Completion of OPSEC Training of contractor employees offered by the Government IAW AFI 10-701, para. 4.1 and 4.2.3 shall be required of all Contractor employees within 90 days of initiating work. Access to mission critical information will not be allowed until OPSEC education has been completed and documented. This training provides Contractor employees with the requisite knowledge necessary to remain vigilant for possible threats, understand basic security procedures, understand the obligation to report security violations and the continued obligation to safeguard information. The requiring unit Security Manager/OPSEC Coordinator will coordinate and track completed training with the Contractor.
