About this file
The document is an Airfield Training Guide for contractor employees requiring access to restricted areas at Edwards Air Force Base (AFB), dated 19 Nov 2025. The guide provides comprehensive instructions and regulations for operating vehicles and equipment on an airfield, focusing on safety, vehicle movement, and operational protocols.
Key details include specific speed limits for different areas (e.g., 15 mph on Flightline Road, 30 mph on Taxiways), strict guidelines for vehicle parking and positioning near aircraft, and mandatory procedures such as Foreign Object Debris (FOD) checks. The guide emphasizes safety requirements like maintaining lateral clearances, using proper lighting at night, respecting aircraft right-of-way, and prohibiting unauthorized activities like cell phone use while driving and unauthorized photography. Additional restrictions include no hoverboards, no traction control equipment on the airfield, and mandatory vehicle passes for non-government and special purpose construction vehicles.

Airfield Training Guide
Definitions
Runway A defined rectangular area on an airfield prepared for the landing and takeoff of aircraft.
Controlled Movement Area (CMA)
Any portion of the airfield requiring aircraft, vehicles and pedestrians to obtain specific approval from Air Traffic Control Tower (ATCT).
Controlled Movement Area Violation
(CMAV)
An airfield infraction caused by aircraft, vehicles, or pedestrians entering the CMA without specific tower approval. Includes runway incursions and infractions caused by communication errors.
Runway Incursion Any unauthorized presence of an aircraft, vehicle, or person in the Controlled Movement Area.
Taxiway Paved surface for taxiing aircraft to/from parking ramp to/from the runway. Taxiways at Edwards are designated Taxiway Alpha, Bravo, Charlie, Delta, Echo, Golf and Foxtrot.
Ramp/Apron Pavement used to park and service aircraft.
Foreign Object Damage (FOD)
Objects causing damage to aircraft and equipment. Examples are screws, bolts, washers, tools, pens, and streamers.
Definitions and Terms
Overrun Area at the end of a runway that allows additional room for stopping the aircraft.
Taxilane Ramp space between rows of parked aircraft used to maneuver aircraft to and from parking spots and taxiways.
Light Gun Handheld directional light signaling device which emits a beam of white, green, or red light.
Jet Blast Jet blast is the result of the engines thrust. Jet Blast can be hazardous to individuals and vehicles.
Vehicle Service Road Roadways along taxiways, ramps, etc. Allows vehicle to travel to areas on the airfield to service aircraft, lighting systems, etc.
Hot Cargo Area Designated point(s) on the airfield for loading munitions.
Arm/De-Arm Area Designated area on the airfield, normally near the ends of runways, for arming or de-arming aircraft munitions, conducting safety checks, etc.
Aircraft Arresting Gear
Also known as a “Barrier”. A cable based system that aircraft can catch with a deployed hook system to stop the aircraft in the event of braking failure.
ILS Critical Area
(Instrument Landing System)
Area on the airfield where aircraft or vehicles may interfere with aircraft landing systems. Aircraft and vehicles must have control tower permission to enter the area. Protects Transmitted landing radio signal
Restricted Area Area on the airfield containing aircraft or equipment requiring specific security protection measures. These areas are marked with a red boundary line, warning signs, and entry control points.
Entry Control Point
(ECP)
Designated entry/exit point for restricted areas, marked with red and white paint in a candy stripe pattern.
Fixed/Mobile Obstacles
Mobile obstacles are vehicles, AGE equipment, etc. Obstacles are to be placed on the airfield in such a manner to prevent damage to aircraft and allow for the required wing-tip distance criteria.
Distance Remaining Sign
The distance remaining sign indicates approximately how many feet (in thousands) of runway are remaining.
Speed Limits Flightline Road (Bldg. 1199 to Fire Dept. and 23L Hammerhead)
15 Mph
Taxiways & Taxiway Roads (A, B, C, D, E, G, H)
30 Mph
Ammo Road / Perimeter Road 25 Mph unless otherwise posted Runways 50 Mph unless responding to an emergency In close proximity to aircraft (within 50 ft.) 5 Mph Towing AGE (one piece)/(two pieces) 10 Mph/5Mph Towing aircraft 5 Mph Lakebed - General Purpose Vehicles 50 Mph on/within 50 ft. of lakebed runways and on Santa Fe Trail
35 Mph all other areas-use extreme caution Lakebed- Construction/Heavy Equipment Vehicles
35 Mph on/within 50 ft. of lakebed runways and on Santa Fe Trail
25 Mph all other areas-use extreme caution
Airfield Basics
Everyone is responsible for removing foreign objects (FOD) from the airfield.
ContactAirfield Management if you find aircraft parts, tools, or large amounts of debris on the airfield
Airfield Entry All vehicles shall stop, set parking brake, turn off the ignition, inspect tire treads, and discard FOD in an approved container
Pull forward to check tire in contact with pavement FOD check (e.g., inspect entire surface of tire) of all tires
Always conduct a FOD check when returning to paved surfaces
Drivers are responsible for securing all external equipment/items to ensure they cannot fall out on the airfield
FOD Checks
All Escorts/Form 483 Operators
Are required to know and comply with Control Tower light gun signals (AFVA 11-240) and know radio and visual blind spots that exist on the airfield (primary Tower OTS)
Disabled Vehicle Escort is required to immediately notify Airfield Management, Tower, and Maintenance Operations Center of position.
Turn on parking lights or emergency flashers. Never leave vehicle unattended.
Vehicle Parking
Must be in an approved parking area with vehicle turned off, keys in ignition, transmission in reverse (manual) or park (automatic), set parking brake, and doors unlocked
In designated parking spots (painted spot), lock vehicle and remove keys.
NEVER park vehicles in aircraft parking spots
Vehicle Parking
NEVER park vehicles in front of hangar doors
If there’s an emergency then an aircraft can be potentially denied evacuation out of a hangar. Can lead to loss of aircraft.
Safety
Do not park/drive vehicles closer than 50 ft. in front of or 200 ft. behind aircraft
Park vehicles to side of aircraft, clear of wingtips and visible to cockpit crew
Vehicles/equipment without integral braking systems must use wheel chocks
Emergency Response
Vehicles with flashing red lights and/or sirens have right-of way
No Hoverboards/Onewheels allowed in airfield!
Lateral Clearances
Runway lateral – 1,000 ft. either side of runway centerline Taxiway lateral – 200ft either side of taxiway centerline (do not leave vehicles/ equipment unattended) Apron lateral – variable; contact AM Ops. Park vehicles and equipment in designated parking/holding areas
Aircraft Vicinity
Driver side towards aircraft, 25ft+ from aircraft except during servicing, loading, or unloading
Traction Control Equipment
Tire chains, studded tires, or similar equipment are not authorized on airfield
Night Vehicle Lighting
Turn off headlights for approaching aircraft, turn on parking lights or emergency flashers to show position.
Vehicles with daytime running headlights must be pointed away from aircraft and in a safe location.
Use emergency flashers when parked at night or during inclement weather
Cell Phone and Photography No person shall operate a cell phone while driving on a DoD installation unless using a hands-free device (32 CFR 634.25)
Flightline photography is prohibited unless prior approved by 412 TW/PA.
