STATEMENT OF WORK
JRRF OFF-SHORE ELECTRICAL DISTRIBUTION SYSTEM MODIFICATIONS
1. Background and Intent.
a. The U.S. Maritime Administration, James River Reserve Fleet located at Fort
Eustis, Virginia upgraded two of the four existing primary switchgear stations in
2010. The intent of this solicitation it to upgrade the remaining original distribution system primary switchgear stations to the same standard. To that end, the agency desires to contract with a qualified, reputable and licensed electrical
Contractor to provide and install new 15 kV, 95 kV BIL primary switchgear suitable for service on a 13.2 kV system at Platforms #4 and #5 also located in the
James River.
b. The design specifications and drawings for specific upgrades previously made to
Platforms #3 and #6, as well as the original equipment specifications are available and may be inspected by all offerors as part of the mandatory site visit. Offerors may propose Primary Switchgear Compartment, Auxiliary Control Compartment and Termination Compartment different than Platforms #3 and #6 if newer technology exists, but only equipment with the same performance characteristics will be considered acceptable.
2. General Conditions.
a. Contracting Officers Technical Representative (COTR). The Contractor will be required to report directly to the COTR, attend meetings required by the COTR, and notify the COTR during construction 24 hours in advance of testing so that the COTR can witness all required tests.
b. Job Safety Analysis. A Job Safety Analysis shall be performed daily with the
COTR if any work requires the support of James River Reserve Fleet Electrical
Department personnel for isolating or energizing power, crane services and/or
Fleet Craft support.
c. Work Hours. The Contractor may be present at the work site from 0700 - 1730 hours Monday through Friday except for Federal holidays.
d. On-site Storage. MARAD will provide a suitable amount of open storage area for the purpose of receiving materials. No covered storage or warehouse space will be provided to the Contractor.
e. Transportation. The Government shall provide water transportation from shore to the platforms and back for personnel and required equipment, as well as crane and barge service to remove the existing and place the new equipment. The
Contractor shall coordinate with the COR to arrange transportation and provide all required information for crane lifts (such as weights, dimensions, lifting points, etc.).
f. Environmental. The Contractor shall follow all federal, local, and state environmental policies, including James River Reserve Fleet Environmental
Standard Operating Procedures and Environmental Management System.
Disposal for solid waste and metal recycling will be provided for excess materials removed during this project.
3. Specific Work Requirements
a. Primary Switchgear.
i. The Contractor shall provide 13.2KV primary switchgear equal to or better than the primary switchgear used at Platform #3 and #6 which shall be available to the Contractor for inspection. Identical configurations consisting of closed-bottom weatherproof NEMA 3R Primary Switchgear
Compartment, Auxiliary Control Compartment and Termination
Compartment shall be provided and installed at both Platforms #4 and #5.
Some alteration of the platform structure may be required to accommodate the new gear and shall be included in the pricing. All equipment shall have suitable lifting points be lifted by crane.
ii. Provide in each switching station section heaters that shall be rated 120 volts, shall have sufficient capacity to control moisture condensation in the compartments, and shall be sized 250 watts minimum. Heaters shall be controlled by a thermostat and humidistat located inside secondary switching station section. Thermostats shall be industrial type, high limit, to operate on temperature rise, with range of 60 to 90 degrees F.
Humidistat control shall have a range of 30 percent to 60 percent relative humidity. Energize electric heaters in switching station assemblies while the equipment is stored or in place prior to being placed in service.
iii. Provide two in use outdoor rated external 120 volt, 20 Amp duplex receptacles and boxes on each Platform Station. Make necessary terminations at breaker panel with proper wire sizing for amperage. Label all breakers in panel.
iv. Provide High Voltage Receptacle, 15kv (Adalet QPMG-415ABLTF), on
Platform Cabinet for Main Feeder cable to Unit. Make terminations at receptacle with cold pour compound, grounds and grounded shields in accordance with manufacturers installation instructions.
v. (Option) Remote monitoring. Identify and install suitable high voltage monitoring solution for remote monitoring via cloud, web base, or smart phone application, utilizing Internet of Things (IoT) technology. Software must provide capabilities to monitor voltage, watts and amps across all switchgear feeders.
vi. Insulated bus. All buses shall be fully insulated. Insulation shall be rated for a minimum of 15 Kilovolts.
vii. Finishes. Exterior surface of switching stations shall be light gray No. 61 in accordance with ASTM D1535.
viii. Terminal Boards. Provide with engraved plastic terminal strips and screw type terminals for external wiring between components and for internal wiring between removable assemblies. Terminate conductors for current transformers with ring tongue lugs. Terminal board identification shall be identical in similar units. External wiring shall be color coded consistently for similar terminal boards.
ix. Wire Marking. Mark control and metering conductors at each end. Provide factory-installed white plastic tubing heat stamped with black block type letters on factory-installed wiring. On field-installed wiring, provide white preprinted polyvinyl chloride (PVC) sleeves, heat stamped with black block type letters. Each sleeve shall contain a single letter or number, shall be elliptically shaped to securely grip the wire, and shall be keyed in such a manner to ensure alignment with adjacent sleeves. Provide specific wire markings using the appropriate combination of individual sleeves. Each wire marker shall indicate the device or equipment, including specific terminal number to which the remote end of the wire is attached.
x. Documentation. Provide final documentation of plans, blue prints and wiring schematics to the COTR, including all manufacturer’s technical publications, maintenance and operational publications for equipment installed.
4. Performance of Acceptance Checks and Tests
a. Perform in accordance with the manufacturer's recommendations, NFPA 70B, NETA ATS as applicable to transformers, substations, switches, and switching stations, and referenced ANSI standards. Perform tests specific to medium voltage switches, relays, metering, and instrument transformers in accordance with NETA
ATS. Perform tests to obtain information about the performance of the breakers, wiring, and transformers together as a unit, as well as separately.
b. Tests shall include the following:
i. Compare actual connections with wiring diagrams. If differences are found, determine if error is in diagram or in actual wiring; correct as necessary.
ii. Inspect devices and equipment for damage or maladjustment caused by shipment or installation.
iii. Use calibrated torque wrench to ensure that tightness of bolted bus joints are in accordance with manufacturer's recommendations.
iv. Perform mechanical operator and contact alignment tests on switches and operating mechanisms in accordance with manufacturer's recommendations. Adjust as necessary.
v. Measure switch contact resistance and perform minimum pickup voltage tests on trip and closing coils. Adjust as necessary to stay within manufacturer's acceptable range.
vi. Check electrical continuity of control, current, and potential circuits in accordance with wiring diagrams.
vii. Perform insulation resistance test at 500 volts DC on field-installed control wiring, and current and potential circuits. Disconnect field-installed control wiring from equipment and from factory-installed wiring before testing. Minimum insulation resistance shall be 1,000,000 ohms.
viii. Verify type, range, and connections of instrument transformers. Confirm correct polarity of current transformers electrically.
ix. Remove short circuiting links from current transformers after checking that secondary circuits are complete
x. Remove wedges, ties, and blocks installed by the manufacturer to prevent damage during shipment.
xi. Check low voltage circuit breakers in accordance with manufacturer's instruction.
xii. Perform testing and calibration of power relays by the engineering specialist.
xiii. Verify maximum resistance to ground of grounding systems.
5. Re-energize System.
a. Prior to re-energizing the distribution system, a complete check of newly installed medium voltage switchgear must be performed to include the following items:
i. Lock out and tag out procedures will be followed to ensure the equipment is de-energized and safe for maintenance
ii. The switchgear cubicles and circuit breaker compartments will be clean and inspected for evidence of damaged or defective devices.
iii. The circuit breaker cubicles will be inspected for damaged or missing components.
iv. Check or Fill Switchgear with SF6 (Sulfur Hexafluoride) Gas, if necessary to appropriate levels as indicated on Gauge.
v. Where applicable, the circuit breakers will be racked in and out to verify proper operation of racking mechanism.
vi. Cubicle primary and secondary disconnects will be inspected and cleaned.
vii. Cable and bus compartments will be cleaned and inspected.
viii. Any item found damaged will be recorded and a suitable replacement identified.
ix. The switchgear control wiring will be inspected for damaged or missing wiring
x. Cubicle wiring will be inspected for damaged wires and connection tightness.
xi. All switches and components, as applicable, will be checked for proper operation.
xii. Protective relay connections will be checked for proper tightness.
xiii. Compartment space heaters will be inspected for proper operation
xiv. Protective interlocks will be checked for proper operation
xv. Positive, negative and racking interlocks will be checked for proper operation.
xvi. Circuit breaker interference plates will be checked against the manufacturer's specifications for appropriate location.
xvii. Any item found damaged will be replaced.
xviii. All circuit breaker compartment function positions (disconnect, test and connected) will be checked for proper operation
xix. The bus insulation will be inspected for evidence of overheating, electrical tracking or weakening of the insulation supports
xx. All bus compartment covers will be removed as necessary.
xxi. Any item found damaged will be recorded and a suitable replacement identified.
xxii. Bolted pressure connections will be checked for proper torque (tightness) where possible
xxiii. Bolted connections, where accessible, will be checked for proper torque as per applicable standards.
xxiv. Ground bus connections and supports will be checked for proper tightness
xxv. Compartment panel door latches will be checked for proper operation
xxvi. Compartment door latches will be checked for smooth operation and that the doors close completely.
xxvii. For outdoor switchgear, gaskets and outdoor latches will be checked for condition.
xxviii. The circuit breaker elevating/racking mechanism will be cleaned, inspected and lubricated using extended life lubricants
xxix. Jack screws and other racking mechanism components will be checked for proper operation.
xxx. All potential transformer and control power transformer compartments will be cleaned and inspected
xxxi. Final electrical tests will be performed as applicable.
6. Final Acceptance Testing
a. Final acceptance testing of the primary electrical distribution system shall be performed by the James River Reserve Fleet Electrical Department. The
Contractor shall be present to observe acceptance testing. The COTR will provide in writing a list of all deficiencies discovered that are deemed to be the responsibility of the Contractor to provide corrective action. Final payment to the
Contractor will be contingent upon satisfactory resolution of all listed deficiencies.
7. Instruction to Government Personnel
a. Furnish the services of competent instructors to give full instruction to COTR and three (3) subordinates in the adjustment, operation, and maintenance of the specified systems and equipment, including pertinent safety requirements as required.
b. Instructors shall be thoroughly familiar with all parts of the installation and shall be trained in operating theory as well as practical operation and maintenance work.
c. Instruction shall be given soon after the system is re-energized and fully operational on a date/time coordinated with the COTR.
