QUESTIONS AND ANSWERS

SOLICITATION 6933A220Q0000014

JAMES RIVER RESERVE FLEET

FY20 UPGRADE OFFSHORE ELECTRICAL PLATFORMS

1. For Bid purposes please confirm the new cable to splice from existing feeds to new switch shall be 15kV 4/0 AWG. Yes, the new cable shall be 15kV 4/0 cable from existing feeds to the new switchgear.

2. For Bid Purposes please confirm that the installation of the 2 Adalet couplers will be installed in the existing switchgear. The Adalet connector, (1) One only, feed to ship unit feed will be installed in the existing switchgear and switched by means of termination to new switchgear.

3. For bid purposes please confirm that the contractor is responsible for stripping out the interiors of ALL the switchgear and disposing. The only remailing items should be existing meters and wiring, existing panel and transformers, overhead insulated bus, heaters, and CPT fuses.

5. Please confirm that the new switchgears shall only have 4 ways

The new switchgears shall have only 4 switching ways.

6. Please confirm that the protection settings for the new gear shall match the existing set up on platform #3 and #6.

Yes, all protections settings and 50G realy trip settings shall be identical to unit platforms

#3 and #6.

7. Please provide more details for the option of remote monitoring. Internet of Things is more of a methodology rather than a specific model of monitoring.

If available, remote power monitoring shall be accessible via a website or server side software, and be able to monitor phases, voltage, amps and wattage of incoming feeds to switchgear. This can be either through cellular updating with wired or wireless devices on feeds, or by line-of sight back to facility.

8. Is there an existing system that can be utilized for this monitoring?

We have not researched, procured, designed or used this technology before with Medium to High Voltage power. We do already have Remote Monitoring Software and System for secondary voltages (440 VAC – 120 VAC in use) by Monnit, LLC onboard ships and the facility http://www.monnit.com If this technology is not available, then since it is listed as an option, it shouldn’t be included.

9. Is the contractor required to provide an engineered set of construction drawings and specifications? If so, do these need to be stamped by an Electrical Engineer. If not what type of details are required.

Yes, this is included in the Documentation portion of the Statement of Work. All modifications to the existing platform stations and wiring should be placed on an engineered set of construction drawings. The drawings should show all enclosures, terminations, wire sizes and notes listing what has changed to existing platform and what equipment parts were used. It does not have to be stamped by an Electrical Engineer.

10. Please confirm that the government will furnish and install the Adalet plug to the existing marine cable.

Yes, the government will furnish and install Adalet plug to existing marine cable which feeds ship units on Platforms #4 and #5.
