About this file

This is a Statement of Work (SOW) for the replacement of fire suppression dry valves and air compressors at the Federal Correctional Institution (FCI) Aliceville located in Aliceville, Alabama, dated March 23, 2026.

The contractor shall provide all labor, materials, and supplies to replace various sized dry valves and air compressors associated with the dry fire suppression systems installed in 2011. The contractor must inspect and test each dry valve and air compressor prior to replacement and place equipment into service upon completion. A detailed inspection report identifying valve type and size for each installation is required, along with a complete system test report for each building. All work must be performed by licensed fire suppression company personnel using only Reliable FX valves or technically equivalent equipment approved by the Contracting Officer's Representative (COR) prior to purchase or installation. Work must comply with seismic zone requirements, environmental compliance, life safety standards, NFPA, OSHA, and all applicable federal, state, and local codes and regulations. The performance period shall not exceed 120 calendar days from contract award. Work is restricted to FCI Aliceville's operating hours of Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding federal holidays, with any outside-hours work requiring prior COR approval. Appendix A identifies eight locations requiring valve replacements, with valve sizes ranging from 2 inches to 6 inches; three locations (FCI Laundry, Staff Training Center, and Utility Plant) require compressor replacement. All contractors must complete NCIC background screening, coordinate material storage with the COR, and adhere to strict security protocols including tool inventory procedures and prohibition of personal communication devices. The Federal Bureau of Prisons will provide 120V electricity, restroom services, and facility maintenance, while the contractor is responsible for all other utilities and restoration of the work site upon project completion.
