About this file

This is a Scope of Work for a sewage lift station repair and upgrade project at Station Annapolis, a federal Coast Guard facility.

The contractor must replace two 1.5HP, 230V, 1-Phase sewage lift station pumps and rails, and install new electrical controls within a compressed timeline. Work must commence no later than five days after contract award and be completed and ready for use within seven working days of award. The contractor is responsible for providing all labor, materials, and equipment. Required materials include two lift pumps (1.5HP 230V 1-Phase or equivalent), a NEMA 4X-rated stainless steel (304 or 316) control cabinet suitable for outdoor corrosive environments, and comprehensive electrical controls including duplex pump controllers for automatic alternation, motor-rated circuit breakers, magnetic motor starters with overload protection, Hand-Off-Automatic selector switches, run-time meters, and visual/audible alarm indicators for high-level conditions. All internal electrical components must be new and from reputable manufacturers such as Square D, Eaton, or Siemens. Wiring must be new stranded copper, sized per the National Electrical Code for the specified motors, using appropriate insulation such as THWN-2, and routed through existing conduits that the contractor must inspect, clean, and prepare.

The contractor must conduct functional performance testing in the presence of the Contracting Officer's Representative to verify all operational modes, including automatic pump alternation, individual pump control, lead/lag functionality, and alarm circuits. Deliverables include as-built drawings marked in red to show actual construction and any deviations from original specifications, and an Equipment Enrollment Form in MS-Excel documenting equipment details including manufacturer, model, serial number, installation date, purchase price, replacement costs, warranty expiration, and UNIFORMAT II Level 4 classifications. Additional requirements include site cleanup, employee identification lists provided five days before work commencement, compliance with federal safety regulations (29 CFR 1910 and 1926), environmental protection requirements (40 CFR), and coordination with the Base Safety Officer and Environmental Protection Specialist regarding confined space entry permits, hot work chits, and hazardous material disposal.
