About this file

This file is a Questions and Answers (Q&A) document for a federal contract opportunity involving sewage pump system replacement at a Coast Guard Station.

The contractor is required to furnish and install two 1.5 HP 230V 1-Phase sewage lift pumps, a new NEMA 4X stainless steel control cabinet, new electrical controls, and associated wiring. Key scope items include replacing a broken 3-inch conduit that penetrates the concrete cover, installing new wiring for pumps and control panels only (approximately 100 feet of existing conduit will be reused), and performing confined space clearance with a certified marine chemist at contractor expense. The system must include a sealed mercury float switch control system with automatic alternation between pumps, manual on-off switches for each pump, independent adjustable high and low water level switches, remote alarm functionality to alert personnel to high-level conditions or malfunctions, and metal parts of bronze or equivalent corrosion-resistant material. As-built drawings are required in full-size format, and the contractor must update the Equipment Enrollment Form spreadsheet. The contractor is responsible for dewatering and cleaning the station prior to work, and the current pump station is only partially functional. Bypass pumping or scheduling work during low flows, overnight, or weekends is acceptable. The Period of Performance has been revised to accommodate reasonable equipment procurement lead times, as these items typically have manufacturer lead times of several weeks to months. The government will provide existing as-built drawings (referenced as "C7019C03ASB.DWG") and the Equipment Enrollment Form spreadsheet to the awarded contractor.

1. Question: Section 1. General Requirements: should the contractor include cost for temporary portable restroom and hand-washing station for the day(s) the sewage injector pump system will be offline?

Answer: If the contractor requires temporary portable restrooms, then this cost shall be included for the contractor to utilize for their staff. The Coast Guard Station has portable restrooms coordinated for the Coast Guard members at the Station.

2. Question: Section 3.1.4 Wiring: Please clarify, “All Wiring power and control wiring shall be new”, specifically does this mean the home run from the electrical panel inside the building to the sewage pump control pane shall be replaced using the existing conduit or just all the power and control wiring associated with the new pumps and control panel?

Answer: New wiring for pumps and control panels only.

3. Question: Section 3.1.4 Wiring: Is the government aware of any electrical deficiencies currently?

Answer: It is unknown of any electrical deficiencies, however, anything outside the current scope of work will be treated negotiated as growth work.

4. Question: Section 3.2.1 Existing Conduit: During the site visit it was observed that the 3” conduit that penetrates the concrete cover is broken. Should the contractor include the cost of repair/replacement as part of this scope of work, or will the government repair/replace the broken conduit prior to the award of this contract?

Answer: This is to be replaced by the contractor. The Statement of Work (SOW) has been updated to reflect this change. Any additional damages to any conduit shall be treated as additional work as per the SOW.

5. Question: Section 3.4.1 As-Built Drawings: Will the awarded contractor receive a copy of the current drawings from the government for the purposes of meeting this Deliverable or will the control drawings for the new duplex pump system suffice?

Answer: See the provided drawing “C7019C03ASB.DWG”.

6. Question: Section 3.4.1 As-Built Drawings: Standards: “only full-sized AS-BUILT drawings are acceptable”, please clarify if the manufacturer provided control diagrams, like those currently mounted inside the existing cabinet will be acceptable.

Answer: See the provided drawing “C7019C03ASB.DWG”.

7. Question: Section 3.4.2 Equipment Enrollment: Will the government supply the awarded contractor a copy of the Equipment Enrollment Form spreadsheet for deletion/addition of the duplex sewage ejector pump system as detailed in this Scope of Work?

Answer: Yes

8. Question: Section 15.1.C Safety Requirements, Responsibilities, Confined Space Permit:

the Scope of Work specifies the confined space clearance must be conducted by a certified marine chemist. Should the contractor include the cost for this professional or is there a certified marine chemist assigned to the Station that will perform this function, much like is described in

Section D “Lock Out/ Tag Out”?

Answer: The Coast Guard will not be providing a Marine Chemist and the contractor shall include this in their fully burdened firm-fixed price quote.

9. Question: The scope of work (Section 3) requires furnishing and installing two 1.5 HP 230V

1-Phase sewage lift pumps, a new NEMA 4X stainless steel control cabinet, new electrical controls, and associated wiring. These items are typically not stock items and have manufacturer lead times ranging from several weeks to months depending on current supply-chain conditions.

Could you please clarify whether the Government will accept a reasonable equipment procurement lead time as part of the performance schedule?

Answer: The Period of Performance (POP) has been revised within the SOW provided with this amendment.

10. Question: The gray PVC conduit coming up from the concrete into the bottom of the outdoor CSI Controls panel has a broken/seized fitting right at the base. Is local repair acceptable

(i.e. chipping small area of surrounding concrete and replacing) or is the expectation to replace the entire underground run back to the source?

Answer: A local repair can be completed for the broken/seized fitting as needed.

11. Question: Can the government please provide existing pumps manufacturer, model and serial number?

Answer: This information is not available currently.

12. Question: What is the system design pressure and flow?

Answer: Provide a sealed mercury float switch control system as indicated. Automatically alternate operation from one pump to the other and start second pump in the event first pump cannot handle incoming flow. Provide manual "on-off" switch for each pump. Provide independent adjustable high and low water level switches. Floats, supports, and alarm shall be provided. Metal parts, if used, shall be of bronze or equivalent corrosion resistant material.
