4. Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.

5. The project shall include a Base Bid and Bid Option 01:

Base Bid shall be the replacement of the roofing system of the main roof at

Building 8 (base bid shall not include the cost to replace the roofing system at above the penthouse at Building 8.

Bid Option 01 shall be the replacement of the roofing system of the penthouse at Building 8.

6. A test cut of the existing roof is not available from USDA. Awarded contractor shall provide test cut of the roof prior to starting any demolition operations and shall submit the findings of this test cut as a shop drawing submittal. For bidding, offerors shall assume existing roof construction, generally, consists of multiple layers of roof insulation over roof deck, roofing membrane, and roof ballast along with vapor retarder installation, substrate/cover board installation, and other associated installations. The existing roof was installed in a 2002 time frame, Contractor shall assume that the thickness of existing roof insulation meets the thickness that required was required by the State of Minnesota building and energy codes at that time.

7. The scope of the project shall be, generally, the removal of existing roofing system(s) at Building 8 and replacement with new in accordance with this Statement of Work and FAR Solicitation and Contract clauses that are identified in the complete Solicitation package. This Statement of Work (SOW) shall consist of this “Scope of Work Description”, Project Specifications, Attachments, General Notes and Requirements, Photographs along with existing drawings of Building 8. The roof replacement shall be complete, properly functioning installation to provide a weather tight roofing system, shall be performed in a manner to obtain the manufacturer’s roof warranty, and shall include, but not limited to:

A. Dust containment shall be provided while project is underway. See paragraph 13 of this work description for submission of a dust mitigation and containment plan.

B. Complete demolition of the existing roofing system including the removal of existing gravel ballast, roofing, roof insulation, coverboard, vapor barrier, associated flashing-coping-fascia installations, trim pieces, accessories, and miscellaneous installations.

Contractor shall conduct an “pre-demolition meeting” at the job site prior to commencement of demolition. Scheduling of this meeting shall be coordinated with Government’s representative and shall be scheduled to allow attendance by Government’s representative. Meeting shall review demolition tasks and requirements. Contractor shall provide written detailed meeting minutes of this meeting to the Government project team.

Minutes shall capture what was discussed, questions raised, answers provided, and other topics of discussion.

Contractor shall be responsible for hauling away, directing waste to recycle, and legally disposing of remaining removed components and materials. See Project Specifications for additional information on requirements for directing waste to recycle.

C. Preparation of the substrate for the new roofing system and components. Roof deck shall be left in a condition that will allow for the new roofing system installation in accordance with manufacturer’s recommendations. Preparation of the substrate shall be performed in a manner to obtain manufacturer’s warranty;

shall include all components in accordance with roofing manufacturer’s written installation details, requirements, and recommendations; and shall be in accordance with the requirements indicated in the Project Specifications.

D. Furnish and install new EPDM roofing, substrate board, vapor barrier, roof insulation, coverboard, walkways, flashing-coping installations, roofing trim, walkways, and accessories for a complete, manufacturer warranted, properly functioning, weather tight roofing installation. New roofing system shall be performed in a manner to obtain manufacturer’s warranty; shall be in accordance with roofing manufacturer’s written installation details, requirements, and recommendations, and in accordance with the requirements indicated in the Project Specifications.

E. Replacement of roofing coping-flashing installations in their entirety. New coping-flashing installations shall be performed in manner to obtain manufacturer’s warranty and in accordance with the requirements indicated in the Project Specifications.

Field fabricated roof copings will not be allowed.

Flashing must meet FM ratings.

Existing fascia installation around edge of roof shall be removed and replaced with new coping and wood blocking installation. New coping and wood blocking shall be installed in manner to accommodate new roofing installation and as needed for code compliance.

Building 8 and Growth Chamber 48 Addition abut along the north side of the roof (see Photograph 5 and Photograph 15). Contractor shall provide new flashing installations along Growth Chamber 48 and shall trim (cut back) exterior wall panels for Growth Chamber 48 to accommodate new roofing installation.

The fume hood in Room 124 has two (2) duct risers penetrating through roof for associated fume hood exhaust and fume hood make-up air.

Provide new flashing installations at each duct riser to accommodate new roofing installation. See Existing Drawings – A501 and M101 for current installation.

F. Furnishing and application of sealant at dissimilar material intersections to meet manufacturer’s warranty requirements and to provide a weather-tight seal.

Sealant shall be 100% compatible with new roofing system and shall be type recommended by roofing system manufacturer; basis of design for sealant:

“Chemlink M-1” sealant.

G. Modification of existing downspout installation at penthouse. The existing installation has a downspout from penthouse roof to main roof along with roof splash pan at main roof. Contractor shall remove and re-install roof splash pan as needed for roofing improvements. Contractor shall modify existing downspout installation as needed to accommodate new roofing installation with increased insulation thickness.

H. Removal and replacement of all existing roof drain assemblies with new. Existing roof drain installations include insulated piping within Building 8. New roof drains shall be installed in accordance with manufacturer’s written instructions and in manner to obtain roofing manufacturer’s warranty. For bidding purposes:

Contractor shall assume six (6) 4” roof drain assemblies at main roof will be replaced.

Contractor shall include, in their proposal, the removal of four (4) feet of roof drain piping at each drain assembly (including fittings and pipe insulation) and replacement with new. New roof drain and associated piping shall match existing in type and size.

Contractor shall assume existing pipe insulation does not contain asbestos containing material. Pipe insulation (on roof drain piping) that is disturbed by the completion of this project shall be restored to its original intended installation. New pipe insulation shall be fiberglass type, matching thickness of removed pipe insulation, and shall be designed for the application.

I. Removal and replacement of existing roof scupper at penthouse roof. For bidding purposes, Contractor shall assume one scupper will be replaced. New scupper shall match existing in type and size. New scupper shall be installed in accordance with manufacturer’s written instructions and in manner to obtain roofing manufacture’s warranty. (Bid Option 01)

J. Removal and replacement of all existing vent pipe flashing assemblies with new.

New vent pipe flashing assembly shall match existing in type and size. New flashing assemblies shall be installed in accordance with manufacturer’s written instructions and in manner to obtain roofing manufacturer’s warranty.

For bidding purposes, Contractor shall assume thirteen (13) 2” vent pipe flashing assemblies and one (1) 4” vent pipe flashing assembly will be replaced at the main roof.

For bidding purposes, Contractor shall assume one (1) 2” vent pipe flashing assembly will be replaced at the penthouse roof. (Bid Option 01)

Contractor shall modify and extend existing vent piping to accommodate new roofing installation with increased insulation thickness and to provide code compliant clearance above finished roof.

K. Modification of existing equipment curbs for HVAC units, exhaust fans, associated exhaust stacks, and relief vent as needed to accommodate new roofing installation and to provide code compliant clearance above new roof.

Contractor shall remove and replace wood blocking at each equipment curb to accommodate new roofing installation and to provide code compliant clearance above new roof. New wood shall be dimension lumber, Douglas Fir or Approved Equal. Blocking shall be solidly anchored with appropriate hardware designed for the application.

L. Contractor shall disconnect, remove, and re-install roof mounted HVAC units to accommodate new roofing installation and for modification of equipment curbs.

All mechanical and electrical work shall be in accordance with building codes currently in force at the facility. This effort shall include, but not limited to:

HVAC-1 (Condensing unit connected to air handling unit in Penthouse):

Mechanical: Recover refrigerant unit prior to removal. Disconnect existing refrigerant piping from unit; modify and extend piping to re-connect to re-installed unit. New refrigerant piping shall match existing in size and type. Restore any pipe insulation on the refrigerant piping. Re-install recovered refrigerant to manufacturer recommend levels at re-installed unit. Start-up unit and confirm proper operation with Owner.

Electrical: Disconnect conduit and wiring of power circuit from unit. Modify and extend circuiting to re-connect unit. Extend circuiting with 1-1/2” conduit with 3#1/0 and 1#6 Grd. Disconnect conduit and wiring of any control interlocks (assume two sets of ¾” conduit with control wiring); Modify and extend conduit/ wiring runs to re-connect to re-installed unit. New conduit and wiring shall match existing. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr

HVAC-2 (Condensing unit connected to make-up air unit in Room 124):

Mechanical: Recover refrigerant unit prior to removal. Disconnect existing refrigerant piping from unit; modify and extend piping to re-connect to re-installed unit. New refrigerant piping shall match existing in size and type. Restore any pipe insulation on the refrigerant piping. Re-install recovered refrigerant to manufacturer recommend levels at re-installed unit. Start-up unit and confirm proper operation with Owner.

Electrical: Disconnect conduit and wiring of power circuit from unit. Modify and extend circuiting to re-connect unit. Extend circuiting with 1” conduit with 3#8 and 1#10 Grd. Disconnect conduit and wiring of any control interlocks (assume one set of ¾” conduit with control wiring); Modify and extend conduit/ wiring runs to re-connect to re-installed unit. New conduit and wiring shall match existing. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr

HVAC-3 (Roof top unit, appears to be serving Room 117 and 118):

Mechanical: Recover refrigerant unit prior to removal. Disconnect existing refrigerant piping from unit; modify and extend piping to re-connect to re-installed unit. New refrigerant piping shall match existing in size and type. Restore any pipe insulation on the refrigerant piping. Re-install recovered refrigerant to manufacturer recommend levels at re-installed unit. Start-up unit and confirm proper operation with Owner.

Electrical: Disconnect conduit and wiring of power circuit from unit. Modify and extend circuiting to re-connect unit. Extend circuiting with 1-1/4” conduit with 3#4 and 1#8 Grd. Disconnect conduit and wiring of any control interlocks (assume one set of ¾” conduit with control wiring); Modify and extend conduit/ wiring runs to re-connect to re-installed unit. New conduit and wiring shall match existing. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr

HVAC-4 (Roof top unit, appears to be serving Room 116):

Mechanical: Recover refrigerant unit prior to removal. Disconnect existing refrigerant piping from unit; modify and extend piping to re-connect to re-installed unit. New refrigerant piping shall match existing in size and type. Restore any pipe insulation on the refrigerant piping. Re-install recovered refrigerant to manufacturer recommend levels at re-installed unit. Start-up unit and confirm proper operation with Owner.

Electrical: Disconnect conduit and wiring of power circuit from unit. Modify and extend circuiting to re-connect unit. Extend circuiting with 1-1/4” conduit with 3#4 and 1#8 Grd. Disconnect conduit and wiring of any control interlocks (assume one set of ¾” conduit with control wiring); Modify and extend conduit/ wiring runs to re-connect to re-installed unit. M. Contractor shall disconnect, remove, and re-install roof mounted exhaust fans and relief vent to accommodate roofing installation and equipment curb modifications. All mechanical and electrical work shall be in accordance with building codes currently in force at the facility. This effort shall include, but not limited to:

Exhaust fan PV-1 (Connected to Fume Hood in Room 104 – with roof mounted exhaust riser – assume two sets of equipment curbing will need to be modified, see paragraph L for additional information – exhaust riser is secured with support wires from riser to roof):

Mechanical: Disconnect 12” diameter duct for fan removal; modify and extend duct as needed for connection to re-installed fan. New duct shall match existing in size and type.

Electrical: Disconnect conduit and wiring of existing circuiting;

modify and extend circuiting to re-connect fan. Extend power circuit with ¾” conduit with 3#12 and 1#12 Grd. Provide flexible final connection to fan. Maintain any local disconnect, motor starter, and control interlocks. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr Miscellaneous: Remove, modify as needed, and re-install support wires to provide originally intended installation. Provide new hardware shall be designed for the application. Attachment to roof shall be performed in manner to obtain roof manufacturer’s warranty.

Electrical: Disconnect conduit and wiring of existing circuiting;

modify and extend circuiting to re-connect fan. Extend power circuit with ¾” conduit with 2#12 and 1#12 Grd. Provide flexible final connection to fan. Maintain any local disconnect, motor starter, and control interlocks. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr

modify and extend circuiting to re-connect fan. Extend power circuit with ¾” conduit with 2#12 and 1#12 Grd. Provide flexible final connection to fan. modify and extend circuiting to re-connect fan. Extend power circuit with ¾” conduit with 3#12 and 1#12 Grd. Provide flexible final connection to fan. Exhaust fan EF-FH124 (Connected to Fume Hood in Room 124 – with roof mounted exhaust riser – assume exhaust fan is pad mounted on roof with no equipment curbs and with flashing installation at roof penetration of exhaust riser – exhaust riser is secured with support wires from riser to roof – See paragraph E for additional information):

Mechanical: Disconnect 14” diameter duct for fan removal; modify and extend duct as needed for connection to re-installed fan. New duct shall match existing in size and type. Remove exhaust fan and associated pad to accommodate new roof installation, re-install on new roof.

Electrical: Disconnect conduit and wiring of existing circuiting;

modify and extend circuiting to re-connect fan. Extend power circuit with ¾” conduit with 2#12 and 1#12 Grd. Provide flexible final connection to fan. Maintain any local disconnect, motor starter, and control interlocks. Contractor shall provide all new pipe and conduit supports. Basis of design for supports is: roof pipe supports | McMaster-Carr Miscellaneous: Remove, modify as needed, and re-install support wires to provide originally intended installation. Relief Vent (Connected to Room 117 and 118 - Hooded, mushroom type):

Mechanical: Disconnect 16” x 16” duct for vent removal; modify and extend duct as needed for connection to re-installed vent.

New duct shall match existing in size and type.

N. Portions of electrical conduit and wiring runs and mechanical refrigerant runs to roof mounted equipment are routed along roof (see photographs for additional information). Contractor shall remove, modify as needed, and re-install to accommodate new roofing installation and to re-connect equipment. All mechanical and electrical work shall be in accordance with building codes currently in force at the facility.

Where these runs originate from Penthouse, Contractor shall seal penetrations at Penthouse with sealant designed for the application.

Provide properly space roof supports for conduit / wiring and mechanical refrigerant runs. Basis of design for supports is: roof pipe supports | McMaster-Carr.

O. Penthouse has existing exterior door (see photographs). Contractor shall remove / replace / reinstall door threshold as needed for new roofing installation and to obtain roofing manufacturer’s warranty.

P. Removal and re-installation of exterior stairs at Building 8 roof as needed to accommodate new roofing installation. Building 8 has two (2) exterior stairs that access the roof. One stair is located on the north side of the roof, the second stair is located on the south side of the roof. See photographs for addition information.

8. Scans of original construction drawings of the Building 8 (dated 1970) and Room 124

Renovation (2005) are provided in the project’s solicitation package. The Contractor shall use the existing drawings to assist in determining lengths / quantities for bidding purposes and as reference / resource in developing their bid / proposal. The Contractor shall confirm all existing conditions, dimensions, etc. prior to proceeding with any project activities.

Building 8 is indicated as “Research Addition” or as “Office & Laboratory Addition” in the scans of the 1970 original construction drawings.

The existing drawings indicate a building portion as “Add Alternate Bid No. 1”.

This building portion was not constructed.

9. After project award, the Contractor shall confirm all existing conditions and dimensions prior to proceeding with any project activities and identify all existing conditions that may impact the work and alert the CO and EPM immediately if conditions are discovered that differ from the SOW. This must include verification of new roof insulation thickness in relation to existing flashing elevations and other rooftop elements. Contractor shall point out discrepancies between work identified in this SOW and actual field-verified conditions--if they exist, prior to performing work.

Items not identified in SOW may be treated as unforeseen conditions and priced in accordance with standard FAR contract clauses. Coordinate with location for laydown and staging areas.

10. Photographs of the existing installations are provided in the project’s solicitation package. The Contractor may use the photographs as a reference / resource in developing their bid / proposal.

11. Period of performance shall be as indicated in the Contract Documents and begins after Notice to Proceed is issued by CO.

12. Basis-of-design products are indicated in this SOW to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification. Contractor-proposed equals will be considered.

The Contractor must compare and validate that quality and salient characteristics are equal and approve the proposed equal products prior to submission for Government review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense.

Owner will review all Contractor-proposed equal equipment, materials, manufacturers, or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items.

Owner’s decision on equality is final. Manufacturers / products that are submitted as “Approved Equal” are reviewed during the shop drawing process, not during bidding.

13. Submittals/product data / shop drawings shall be submitted as indicated in the

Project Specifications. Submittals shall be reviewed for general conformance with the Contract Documents. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements.

Use ARS submittal/transmittal form included with this SOW for each submittal.

All submittals shall be distributed to and reviewed by the Government prior to commencing work at the site. Purchase of materials prior to submittal approvals are at the Contractor’s risk.

Submittals are required for each product used, as well as for various testing requirements. See Project Specifications for additional information.

Daily reports documenting construction activities shall include workers present, weather conditions, differing site conditions encountered, etc.

Photographs of construction activities and conditions shall be taken daily and shall be submitted with daily reports. Daily reports shall be submitted on daily basis to project personnel as indicated in Project Specifications.

15. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, and incidentals for all elements of the work to provide a complete and properly functioning installation in accordance with this Statement of Work. The installation shall be ready for use by Final Completion date.

* Note: Contractor is solely responsible for safety measures and conformance to applicable requirements in accordance with FAR clauses referenced in Solicitation package.

Contractor shall provide all means and methods to protect the facility and its installations from all project activities, including protecting the facility from environmental elements as the improvements are completed.

The Contractor shall submit a detailed plan for dust mitigation and containment to the Government for review prior to starting any on-site project activities. See Project Specifications for additional information on requirements for submittals.

16. Contractor shall coordinate all work activities with the Owner prior to beginning any work. All work shall be scheduled in a manner such that ongoing research is not jeopardized, and facility’s ongoing day-to day operations are not affected negatively, including air quality.

Project shall be left broom-clean at the end of each workday.

Contractor shall coordinate access to all areas with the designated USDA staff.

During pre-construction meeting, Contractor shall verify all parking, security, and health requirements with the USDA staff.

Coordinate with location for laydown and staging areas.

An electronic copy (pdf format) of the daily reports shall be submitted daily to the COR/EPM.

A copy of the daily reports shall be sent weekly to the CO along with certified payrolls (coordinate submission requirements with CO). The daily construction report must be dated and signed and should including the following:

1. List of subcontractors.

2. High and low temperatures and general weather conditions.

3. Accidents.

4. Stoppages, delays, shortages, and losses.

5. Meter readings and similar recordings.

6. Orders and requests of authorities having jurisdiction.

7. Services connected and disconnected.

8. Equipment or system tests and startups.

PART 2 - EXECUTION

A. General Submittal Procedure Requirements: Prepare and transmit submittals for material and products proposed for the project.

1. Submit via email with electronic submittal files attached.

2. Manufacturers / products that are submitted as “Approved Equal” are reviewed during the submittal / shop drawing process and not prior to bidding. Contractor shall be responsible for submitting information to show equivalence. Determination by CO/ACO/COR/EPM on equivalence is final.

3. Each submittal shall include a completed “Material Approval Submittal” form. See “Attachments” section of the SOW for this form.

B. Include one hard copy of each approved shop drawing in the Operations and Maintenance Manual submitted to the Government during Closeout Procedures.

C. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. Mark each submittal to show which products (manufacturer, model, type, size, options, etc.) are proposed.

PART 3 - EXECUTION

3.1 CONTRACTOR'S REVIEW

A. Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to

CO/ACO/COR/ EPM.

B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

3.2 CO/COR ACTION

A. General: CO/ACO/COR/EPM will not review submittals that do not bear Contractor's approval stamp and will return them without action.

B. Submittals: CO/ACO/COR/EPM will review each submittal, make marks to indicate corrections or modifications required, and return it. CO/ACO/COR/EPM will provide notation on each submittal to indicate the appropriate determination from their review:

1. Reviewed - Approved with No Exceptions Noted.

2. Reviewed - Approved with Notes - Make Corrections Noted

3. Reviewed - Revise and Resubmit.

4. Reviewed - Rejected.

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities.

1.2 USE CHARGES

A. Water Service from Existing System: Water from Government's existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations.

B. Electric Power Service from Existing System: Electric power from Government's existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations.

1.3 QUALITY ASSURANCE

A. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Contractor to obtain required certifications and permits.

C. Accessible Temporary Egress: Comply with applicable provisions in ICC/ANSI A117.1 and OSHA regulations and standards.

1.4 PROJECT CONDITIONS

A. Temporary Use of Permanent Facilities: Contractor to assume responsibility for operation, maintenance, and protection of each permanent service during its use.

PART 2 - PRODUCTS

2.1 EQUIPMENT

A. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.

3.1 INSTALLATION, GENERAL

A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work.

3.2 TEMPORARY UTILITY INSTALLATION

A. General: Connect to existing service.

1. Arrange with COR / COTR for time when service can be interrupted, if necessary, to make connections for temporary facilities.

B. Water Service: Connect to Government's existing water service facilities.

C. Sanitary Facilities: Contractor shall furnish toilets, wash facilities, and drinking water at the facility for use of construction personnel.

D. Telephone Service: Provide superintendent with cellular telephone for use.

E. Electric Power Service: Connect to Government's existing electric power service.

F. While Contractor is using existing installations for temporary facility purposes; Contractor shall maintain existing installations in condition acceptable to the Government. At Substantial Completion, Contractor shall restore existing installations used for temporary facilities to their original, properly operating condition prior to its initial use.

3.3 SUPPORT FACILITIES INSTALLATION

A. Maintain access for fire-fighting equipment and access to fire hydrants.

B. Parking: Use designated areas of Government's existing parking areas for construction personnel.

C. Waste Disposal Facilities: Provide waste-collection containers in sizes adequate to handle waste from construction operations. Comply with requirements of authorities having jurisdiction.

D. Waste Disposal: Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of project waste diverted to recycle. The Contractor shall submit diversion documentation as part of project closeout. If no project waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical.

3.4 SECURITY AND PROTECTION FACILITIES INSTALLATION

A. Protection of Existing Facilities: Protect existing vegetation, equipment, structures, utilities, and other installations and improvements at Project site and on adjacent properties, except those indicated to be removed or altered. Repair damage to existing facilities.

B. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction as required to comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

C. Barricades, Warning Signs, and Lights: Provide and maintain all safeguards in accordance with OSHA regulations and standards and to provide adequate protection to pedestrians and building occupants. Comply with OSHA requirements for erecting structurally adequate barricades, including warning signs and lighting.

D. Temporary Egress: Maintain temporary egress from existing occupied facilities as required by

OSHA.

E. Temporary Fire Protection: Install and maintain temporary fire-protection facilities of types needed to protect against reasonably predictable and controllable fire losses, comply with

NFPA 241.

3.5 OPERATION, TERMINATION, AND REMOVAL

A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses.

B. Maintenance: Maintain facilities in good operating condition until removal.

C. Termination and Removal: Remove each temporary facility when need for its service has ended or no later than Substantial Completion. Restore permanent construction that may have been disturbed due to the temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes general administrative and procedural requirements governing execution of the Work including, but not limited to, the following:

1. Installation of the Work.

2. Cutting and patching.

3. Progress cleaning.

4. Protection of installed construction.

1.2 DEFINITIONS

A. Cutting: Removal of in-place construction necessary to permit installation or performance of other work.

B. Patching: Fitting and repair work required to restore construction to original conditions after installation of other work.

1.3 QUALITY ASSURANCE

A. Cutting and Patching: Cut and patch elements in a manner that will not change:

1. Load-carrying capacity or increase deflection.

2. Reduce their capacity to perform as intended.

3. Increase maintenance.

4. Decrease operational life or safety.

5. Reduce building’s aesthetic qualities.

B. Manufacturer's Installation Instructions: Obtain and maintain on-site manufacturer's written recommendations and instructions for installation of products and equipment.

C. All phases of the Work shall be executed while maintaining full compliance with applicable EPA regulations and OSHA standards including, but not limited to, 29 CFR 1926 Safety and Health Regulations for Construction and 29 CFR 1910 Occupational Safety and Health Standards.

PART 2 - PRODUCTS

2.1 MATERIALS

A. General: Comply with requirements specified in other Sections and Drawings.

B. In-Place Materials: Use materials for patching identical to in-place materials and that visually match in-place adjacent surfaces to the fullest extent possible.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examination and Acceptance of Conditions: Before proceeding with each component of the Work, examine substrates, areas, and conditions for all other conditions affecting installation and performance. If conditions detrimental to that installation and performance are identified, submit report to CO/COR/COTR/EPM. Proceed with installation only after unsatisfactory conditions have been corrected. Proceeding with the Work indicates acceptance of surfaces and conditions.

3.2 PREPARATION

A. Field Measurements: Take field measurements as required to fit the Work properly. Verify dimensions of existing conditions and related Work elements before fabrication.

B. Space Requirements: Verify space requirements and dimensions of items.

C. Review of Contract Documents and Field Conditions: Immediately on discovery of the need for clarification of the Contract Documents caused by differing field conditions outside the control of Contractor, submit a request for information to CO/COR/EPM according to requirements in Contract.

3.3 INSTALLATION

A. General: Locate the Work and components of the Work accurately, in correct alignment, elevation, and as indicated.

1. Make vertical work plumb and make horizontal work level.

2. Where space is limited, install components to maximize space available for maintenance and ease of removal for replacement.

3. Conceal pipes, ducts, and wiring in finished areas unless otherwise indicated.

B. Comply with manufacturer's written instructions and recommendations for installing products in applications indicated.

C. Conduct construction operations so no part of the Work is subjected to damaging operations or loading.

D. Tools and Equipment: Do not use tools or equipment that produce harmful noise levels (85 db or greater) to the public or…
