Requests for Information Solicitation 12505B23R0003
Question 1: Will the Government be releasing the list of attendees from the site visits on May 3 and 4?
Answer 1: Site visit sign in sheets are now posted on SAM.
Question 2: The Solicitation Sub-factor 2.2 – Key Personnel (Site Superintendent) Experience
#4. Says to state whether this person will be located on site for this project.
Should this be removed as Section C – Description/Specifications/Statement of Work C.2.9 reads “The job superintendent/OSHA certified competent person needs to be on site at all times when work is being done.”
Answer 2: Having the job superintendent / OSHA certified competent person on site at all times when work is being done is a requirement of the solicitation. Offerors shall state/confirm this understanding in their technical proposal for the project. Failure to do so may impact the Government’s evaluation in determining “Go/No Go” rating on technical acceptability of the offeror.
Question 3: For bidding purposes, is it okay to assume that 30% of the existing roof deck will need to be replaced?
Answer 3: In Bid Option 02, provide unit pricing for repair of concrete roof deck, based on total of 400 square feet of roof deck repair. See revised “Statement of Work” for additional information.
Question 4: Please confirm that the contractor shall furnish toilets, wash facilities, and drinking water at the facility for use of construction personnel.
Answer 4: The contractor shall furnish toilets, wash facilities, and drinking water for use of construction personnel. Please see Section 01 50 00 paragraph 3.2.C. of Project Specifications for additional information.
Question 5: Will building 8 be unoccupied during construction? If so, how long? Will temporary cooling / heating need to be provided if the building is occupied?
Answer 5: Building 8 will remain occupied during the roofing improvements. Offerors shall not include any costs for temporary cooling / heating in their proposal.
Question 6: All the roof equipment is to be removed. The SOW description says modify and extend duct as needed. Does this mean provide new roof curbs, or make curb extensions?
Answer 6: Contractor shall modify existing equipment curbs of HVAC units, exhaust fans, associated exhaust stacks, and relief vent as needed to accommodate new roofing installation and to provide code compliant clearance above new roof. See paragraph K. of “Scope of Work Description” for additional information.
Contractor shall disconnect, remove, and re-install roof mounted equipment to accommodate new roofing installation and for modification of equipment curbs.
See paragraph L. and paragraph M. of “Scope of Work Description” for additional information, including, but not limited to, extending duct, extending refrigerant piping, extending electrical circuiting, extending equipment control interlocks, etc.

Question 7: In the scope of work description there is a list of equipment to be removed and reinstalled. This list does not match what is actually on the roof. Missing 2 PVs, 1 exhaust stack, 1 Packaged RTU, and 2 cooler condensing coils.
Answer 7: See revised “Statement of Work”; a “Roof Plan – Equip. Layout” has been added to the revised Statement of Work to clarify the equipment and installations to be removed and re-installed.
Question 8: Due to the current remodel inside the building, can the fume hood stacks for rooms 102 and 104 be deleted?
Answer 8: Exhaust fans and fume hood stacks associated with fume hood in Room 102 and
Room 104 shall be removed and shall not be re-installed. Associated roof curbs shall be modified to accommodate new roof installation and to provide code compliant clearance above new roof. See revised “Statement of Work” for additional information.
Question 9: If necessary, can the Prime Contractor use key subcontractor past performance documentation?
Answer 9: Yes, key subcontractor’s past performance can be used.
Government Clarification:
USDA: “Statement of Work” has been revised to address “Requests for Information” and is posted on SAM. Revisions are in red. A roof plan has been added to the “Statement of Work” to show approximate location of roof mounted equipment.
