Statement of Work

Haul out, abrasive blasting, and bottom painting

R/V Chesapeake - R5502, Revision June 10, 2022

A. Background

The vessel is a previous US Coast Guard (USCG) Aid to Navigation Boat (ATON) that was built in 1977. The entire hull was last blasted to bare metal to remove accumulated paint and repainted in 2013. Since this time, the vessel has received annual hull maintenance including pressure washing to remove peeling paint, touch up as needed, and a coat of anti-fouling bottom paint. As nearly 10 years of paint has accumulated, it is necessary to start fresh with a clean hull to maintain vessel speed, effectiveness and reduce drag.

B. Purpose

The NOAA Cooperative Oxford Laboratory (COL) in Oxford Maryland operates a 55-foot research vessel R/V Chesapeake. This is a 33-ton vessel with a 17-foot beam. The COL requires services to haul, block, abrasive blast hull from above boot stripe to keel to remove paint to bare metal, and repaint. All work shall be performed at the Contractor’s facility which shall be within 60 miles or less from Oxford, Maryland. Work shall be completed no later than November 1, 2022.

For further information, contact the Vessel Operations Coordinator (VOC) and government point of contact, Jay Lewis (see contact information provided below).

C. Scope

The Contractor shall haul the vessel and secure on site for proposed work. Existing paint shall be removed by abrasive blasting and sanding to expose bare aluminum per industry standards. The contractor shall use appropriate blast media for aluminum hulls and furnish and apply the specific paints, both outlined in Section E (b) Technical requirements to maintain compatibility. Five coats of paint shall be applied including: 1 barrier coat, 2 primer coats, and 2 coats of anti-fouling paint.

Work shall be completed observing OSHA, ABYC, and other applicable requirements of the

NOAA Small Boat Program. Parts and materials replaced must meet commercial and/or military spec. and shall meet or exceed Original Equipment Manufacturer (OEM) standards; recreational grade is not acceptable.

Contractor shall verify part numbers and assure they are appropriate for marine application onboard this vessel. The Contractor shall furnish all labor, services, and associated materials/parts to complete identified tasks on time. A Contractor’s Log is to be kept identifying any vessel deficiencies noted or additional work recommended by the Contractor for future maintenance periods. Work must be completed by certified and/or otherwise highly trained professionals in conformance with applicable federal, state, and local codes and standards and the Department of Commerce/NOAA Environmental Sustainability Program (see section below).

No task changes or substitutions are allowed without prior written approval of Contracting Officer.

Payment shall not be authorized until project is complete and final acceptance has been performed by the vessel captain or their designee.

D. Applicable Documents

All work shall be in compliance with the following marine standards:

1. American Bureau of Shipping "Rules for Building and Classing aluminum Vessels under 90 Meters (295 feet) in Length 2006"

2. Society for Protective Coatings (SSPC)

3. NACE International Standard NO. 2

4. IAW ABS Guide for Shipbuilding and Repair Quality Standard for Hull Structures During

Construction (March 2007)

5. American Boat and Yacht Council (ABYC) Standards

6. Title 46 CFR: Subchapter T: Small Passenger Vessels (Under 100 Gross Tons)

7. NOAA Small Boat Program Requirements (LINK to Manual)

E. Requirements

(a) Quote Requirements

1. Contractor must provide an itemized quote for the job tasks requested in section E (b), (Technical Requirements), below. Quote shall identify a paragraph number with the associated cost.

2. Offeror’s quote shall include:

• Cost of labor, services, and materials to successfully perform all requirements in this statement of work

• Include available start date for work and estimated lead time to complete all tasks

(b) Technical Requirements

The Contactor Shall: provide high quality workmanship and all materials must meet commercial

OEM or better standards. Materials shall meet military spec. standards where possible.

Recreational grade materials and workmanship are not acceptable. The Contractor Shall:

1. Haul and secure vessel

2. Prior to starting work, surfaces not being blasted are to be covered or otherwise protected against damage or contamination by blasting. Protective coverings are to remain in place during the entire contract period. The Contractor shall plug, wrap, blanket, cover, or mask all openings to prevent entry of blasting contaminates into the vessel or vessel components.

Cleaning of any contaminated areas will be performed by the vendor immediately after blasting and prior to paint application

3. Any damage or contamination resulting from failure to provide adequate protection to the vessel shall be repaired and cleaned to re-establish the condition which existed at the start of the work at the expense of the Contractor

4. Prior to blasting to bare metal, the contractor shall take measurements, pictures, or other reference information to ensure flat black boot stripe and red antifouling paint at water line to be accurately restored when repainting.

5. Remove paint to bare metal on bottom of hull from just above the boot stripe to the keel via abrasive blasting and sanding per paint manufacturer’s recommendations and industry standards

6. Blasting must comply with the Society for Protective Coatings (SSPC) and NACE

International Standard NO. 2 for a near white metal blast.

7. Acceptable blast media for use on aluminum vessels.

▪ Green Diamond GDM28 (Nickle Slag): Will produce a blast profile of 2.0 – 3.0mils

▪ Garnet: 80 GRIT ONLY: Will produce a blast profile of 1.5 – 2.5mils

▪ Crushed Glass: 470 GRIT ONLY: Will produce a blast profile of 1.5 – 2.5mils

8. Remove residual dust and other particulates from abrasive blasting immediately prior to painting

9. Contractor shall work with David Norwicz, Sherwin Williams Marine Coatings

Representative, to verify and assure coatings are properly applied within manufacturer’s application requirements, specifications provided by Paint Manufacturer’s Representative

(including application thickness and drying times), and marine best practices procedures at the boat yard. Cell: (443) 350-1707, email: David.G.Norwicz@Sherwin.com

10. Apply all coatings at a rate specified and confirmed by the Sherwin Williams paint rep https://www.omao.noaa.gov/sites/default/files/documents/2018%200430%20SBS%26PM%204.1.pdf mailto:David.G.Norwicz@Sherwin.com
