About this file

This statement of work outlines requirements for a radio repeater design and installation project aboard the NOAA ship Oscar Dyson. The project includes surveying areas of deficient radio reception below deck, designing a signal boosting system, procuring necessary parts and equipment which comprise fifteen portable radios, fifteen batteries, three chargers, six mobile radios, six microphones, six antennas, and three headsets. The contractor will also be responsible for overseeing installation, making final connections, and commissioning the new system. A follow up survey will document reception improvements in key spaces below deck. The related federal contract opportunity is solicitation number NM-AN2120-23-01200 for this radio repeater work issued by the Department of Commerce National Oceanic and Atmospheric Administration.

NOAA OSCAR DYSON

RADIO REPEATER

APRIL 2023

0.0 DYSON RADIO REPEATER SYSTEM

1.0 SCOPE:

Areas below the main deck on the NOAA ship Oscar Dyson have very limited reception for handheld radios. This procurement is for a survey of deficient areas, design of a signal boosting system, the material for the system, construction oversight, and system commissioning.

2.0 BACKGROUND:

The National Oceanic and Atmospheric Administration (NOAA) operates a fleet of research vessels that supports research and mapping for the National Fisheries Service, National Ocean Service, Office of Atmospheric Research and the National Weather Service, as well as provides support to other Federal agencies. These research missions are time sensitive and therefore the data must be collected at specific times during the sailing season to be meaningful. At the end of each sailing season the vessels enter a repair period (drydock or dockside) to address repairs that have been previously identified, perform upgrades to mission systems or ship systems that either extend the life of the ship or provide new data collection capabilities or for safer operations of ships systems as well as address any emergent work that would adversely affect the ships ability to safely perform its mission on schedule, while meeting all regulatory body requirements (American Bureau of Shipping and United States Coast Guard) and all habitability requirements, including any that may be required as a result of contracts for personnel to augment ship staff.

5.0 Requirements

5.1 Radio Repeater Survey and Design

5.1.1 Perform a ship wide radio reception survey to determine areas of the ship where cannot both send and receive messages from a hand held radios with maximum 5W power transamination. Document results.

5.1.2 Design system to provide accurate communication between existing handheld radios from any two locations on the ship. Utilizing ships authorized simplex and repeater pair (160 to 175khz band).

5.2 Parts and Service

5.2.1 Provide all parts needed to install the radio repeater system.

5.2.2 A third party contractor provided by NOAA will be responsible for pulling any needed cable as well as mounting any antennas.

5.2.3 Perform final termination/connection of all included devices in the repeater system.

5.2.4 Provide oversight during the installation process and commissioning of the system.

5.3 Additional Parts

5.3.1 In addition to the parts identified the repeater design, supply for following material. All supplied radios will be programmed to work with existing vessel radios.
