About this file
This Statement of Work and Specifications document outlines the procurement requirements for the State of Oregon for a UAS-mounted LiDAR payload system designed to enhance conservation easement monitoring and spatial data generation for land management projects. The Oregon Department of Fish and Wildlife (ODFW) seeks a fully integrated Flux O1 LiDAR sensor from Freefly Systems that combines an Ouster OS1 scanner with NDAA compliance capability, compatible with the Freefly Astro UAS platform. The system must support RGB imaging, thermal sensors, a 75mm lens, and rangefinder upgrades, with anticipated applications including oak release operations, forest stand improvement, hydrologic assessment and restoration, terrain modeling, and vegetation structure analysis. The contractor shall deliver a complete payload with integrated GNSS/IMU capable of RTK and/or PPK processing, supporting multiple returns per pulse for ground detection beneath vegetation canopy with relative vertical accuracy of 10 centimeters and relative horizontal accuracy of 20 centimeters under vegetated conditions.
The deliverables include a fully integrated lidar and RGB camera payload with required mounting hardware, cables, accessories, user documentation, and training materials. The system must export data in industry-standard formats (LAS or LAZ version 1.2 or newer) compatible with Pix4D Mapper and ArcGIS Pro, with GNSS trajectory files and sensor metadata included. The contractor must provide user documentation for system operation and data acquisition, with firmware and software updates available for the system's lifespan. Software that does not require annual licensing fees is preferred, and all software must be installable on the ODFW mainframe by the ODFW Information Services Department. Acceptance criteria include successful system integration with the Freefly Astro, demonstrated data collection capability over vegetated terrain, and delivery of lidar and RGB data compatible with standard GIS and photogrammetry workflows.

Statement of Work
Uncrewed Aircraft System (UAS) LiDAR Payload with RGB Imaging
1. Purpose
The purpose of this contract is to procure a UAS-mounted Flux O1 LiDAR sensor from Freefly Systems that will combine an Ouster OS1 scanner with an NDAA compliance system to improve the agency’s ability to monitor conservation easements and to generate actionable spatial data in support of partner land-management projects. This system will also support a 75mm lens, a thermal sensor, and rangefinder upgrades to the UAS.
Anticipated applications include, but are not limited to, oak release, forest stand improvement, hydrologic assessment and restoration, terrain modeling, and vegetation structure analysis.
2. Scope of Work
The contractor shall provide a fully integrated lidar payload with an RGB camera suitable for deployment on the Freefly Astro UAS platform. The system shall support collection, processing, and delivery of high-quality lidar and imagery data compatible with standard GIS and photogrammetry workflows used in conservation and natural resource management.
3. System Requirements
3.1 Platform Compatibility
The lidar system shall be mechanically, electrically, and operationally compatible with the Freefly Astro UAS platform.
The contractor shall demonstrate prior deployment on the Freefly Astro or provide documented integration support.
3.2 LiDAR Sensor and Positioning
The system shall include an integrated GNSS/IMU capable of RTK and/or PPK processing.
The lidar sensor shall support multiple returns per pulse to enable ground detection beneath vegetation canopy.
The system shall achieve relative vertical accuracy of ≤10 cm and relative horizontal accuracy of ≤20 cm under typical vegetated conditions.
The system shall be suitable for repeat data collection to support change detection and long-term monitoring.
3.3 RGB Imaging
The system shall include a co-boresighted RGB camera synchronized with lidar acquisition.
RGB imagery shall support colorization of point cloud data and be exportable in standard image formats.
3.4 Data Outputs and Compatibility
Lidar data shall be exportable in industry-standard formats (LAS or LAZ, version 1.2 or newer).
Deliverables shall include GNSS trajectory files and sensor metadata.
Data outputs shall be compatible with Pix4D Mapper and ArcGIS Pro for visualization, processing, and analysis.
The system shall not require proprietary data formats for long-term use.
4. Training and Support
User documentation shall be provided for system operation, data acquisition, and processing. Firmware and software updates shall be available for the life of the system.
Software that does not require annual licensing fees preferred. Software installation must be allowed by ODFW Information Services Department on the ODFW mainframe.
5. Deliverables
The contractor shall provide:
A fully integrated lidar and RGB camera payload compatible with the Freefly Astro
Required mounting hardware, cables, and accessories
User documentation and training materials
6. Acceptance Criteria
Acceptance shall be based on successful system integration with the Freefly Astro, demonstration of data collection over vegetated terrain, and delivery of lidar and RGB data compatible with Pix4D Mapper and ArcGIS Pro.
