About this file
This document is an Exhibit C - Statement of Qualifications Requirements for a Contract Purchase Agreement issued by the City of St. Petersburg, Florida, specifically for Pavement Markings, Coatings, and Signage services. The document outlines comprehensive submission guidelines for contractors interested in providing continuing services, including detailed requirements for a 30-page Statement of Qualifications (SOQ) response. Contractors must prepare a submission that includes a transmittal letter, table of contents, project team description, key personnel details, reference projects, firm qualifications, references, contractual history, business outreach plan, and current licensing information.
The solicitation requires contractors to demonstrate significant professional capabilities, with specific requirements such as providing five reference projects over $75,000 completed within the past five years, identifying key personnel with at least five years of applicable experience, and detailing the firm's ability to work cooperatively with multiple clients and subcontractors. Additional evaluation criteria include the contractor's business classification (such as Minority Business Enterprise, Women Owned Business Enterprise, Disadvantaged Business Enterprise, or Small Business Enterprise), disclosure of any prior contractual failures or litigation, and submission of current Florida licenses. The document emphasizes a comprehensive and transparent approach to evaluating potential contractors for municipal infrastructure maintenance and improvement services.
