About this file

This is a Statement of Objectives for a modular wall system project at Joint Base Langley-Eustis, VA. The government seeks to design, construct, and install non-permanent modular walls to create two individual office spaces for MXG SEL and 1st Sergeant leadership. The wall system must be entirely self-supporting or use tension-based mounting with no permanent fasteners, adhesives, or anchors to the building structure. Each office requires one lockable, swing-style door and must achieve a minimum Sound Transmission Class (STC) rating of 35-40 for acoustic privacy. Wall panels should feature a durable, professional finish in neutral gray color, with optional integrated electrical and data pathway raceways. All work must comply with Joint Base Langley-Eustis access, security, safety, and environmental regulations, performed during standard duty hours (0800-1600, Monday-Friday, excluding federal holidays). The installation must not obstruct or modify existing HVAC, lighting, or fire suppression systems.

Deliverables include a firm fixed price quote, detailed design proposal with floor plan, product specifications with material descriptions and STC ratings, complete professional installation, site cleanup, and warranty information for all parts and labor. The contractor must verify dimensions provided in attachment COMH Dimensions and submit the detailed floor plan with the quote for government approval. The Period of Performance requires completion of installation within 45 calendar days after contract award.

Statement of Objective

1. Purpose: Design, construct, and install modular walls to create two office spaces while ensuring functionality, comfort, and efficiency. The cubicles and offices will be designed to optimize space utilization while maintaining accessibility and adherence to workplace standards. The desired solution must require no permanent attachment to the building’s floors, walls or ceiling.

2. Background: A new facility is currently being built on Joint Base Langley Eustis, VA. The current space is an open room. The current layout does not meet the operational need for privately enclosed office spaces. This project will provide a flexible solution to create these offices without altering the permanent structure. The dimensions are provided on attachment COMH Dimensions. (It is the contractor’s responsibility to verify dimensions)

3. Mission: This project aims to create office space for MXG SEL and 1st Sergeant. This allows senior leadership to have space to work and have private conversations with workforce members.

4. Performance Objectives

a. Non-Permanent Installation: The wall system must be entirely self-supporting or use a tension-based mounting system. It shall not be permanently affixed with fasteners, adhesives, or anchors to the existing building structure.

b. Office Configuration: The proposed layout shall create 2 individual offices, each with one lockable, swing-style door. A detailed floor plan showing the proposed layout must be submitted with the quote.

c. Acoustic Privacy: The walls must provide a minimum Sound Transmission Class (STC) rating of [e.g., STC 35-40] to ensure reasonable speech privacy between offices.

d. Professional Finish: The wall panels should have a durable, professional finish (e.g., vinyl, fabric, or laminate) in a neutral color to be approved by the government point of contact. Current color is gray.

e. Utility Integration (Optional): The proposal should outline any available options for integrating electrical and data pathways (raceways) into the wall system for future utility expansion.

5. Constraints

a. All work must be performed during standard duty hours 0800-1600 Monday-Friday, excluding federal holidays, unless otherwise coordinated.

b. The contractor must comply with all base access, security, safety, and environmental regulations for joint Base Langley-Eustis

c. No modifications to the existing building’s HVAC, lighting, or fire suppression systems are authorized. The installed system must not obstruct these existing utilities.

6. Deliverables

The contractor shall provide the following:

a. A firm fixed price quote for the entire project

b. A detailed design proposal and floor plan of the proposed office layout

c. Product specifications, including material descriptions, color/finish options, and STC ratings.

d. Complete and professional installation of the wall system.

e. Thorough cleanup of the work site upon project completion.

f. Warranty information for all parts and labor.

7. Period of Performance

The contractor shall complete the installation within 45 calendar days after the contract award.
