About this file

This is a Statement of Need (SON) for an Air Force project to install and configure professional computer and audiovisual equipment in a newly renovated large Inspection Directorate (ID) conference room. The project supports renovation efforts to create an operational, clean, and secure briefing environment for the primary inspection staff, which requires routine and secure communications with General Officers and senior staff. The conference room serves as the primary hub for planning, coordination, and execution of critical in-briefs and out-briefs, high-visibility inspection planning events, operational reviews, and continuing education.

All on-site installation, configuration, and testing services shall be performed at a location specified in redacted sections during standard duty hours (Monday–Friday, 0730–1630, excluding Federal Holidays) unless otherwise approved by the Contracting Officer Representative. The overall Period of Performance commences immediately upon contract award and extends until system installation and verification are complete. The contractor must order all approved equipment and submit a detailed installation schedule to the COR within 10 calendar days after award. Physical installation and system configuration must be completed within 5 consecutive business days, not exceeding 40 operational hours on-site. Performance objectives include delivering a fully integrated, operational, and secure computer and AV system with 100% functionality of all display, audio, and network inputs; ensuring high-standard professional hardware mounting and clean cable containment with zero exposed, loose, or unlabeled cabling; and minimizing operational downtime. Key deliverables include a Proposed Project Plan (due within 5 business days of award), monthly status reports (weekly every third Friday until installation begins), daily status reports (daily at 4 PM MDST during installation), a Final System Acceptance Test upon completion, and a full equipment baseline with detailed equipment list and system diagrams (due by 4 PM MDST the Monday after installation completion). Exhibit 2 provides example equipment specifications including Vaddio conference shot AV cameras, Extron Electronics transmitters, control processors, touchlink panels, cabling, connectors, and network switches. The contractor must maintain a clean, organized, and safe work area, obtain base access passes and building credentials prior to work commencement, and remove all trash, packaging, and debris daily.
